Pemetaan kemiskinan melalui pemanfaatan sistem informasi geografi di Kota Batam (Periode 2003 S.D. 2008)

Penelitian ini bertujuan untuk memetakan konsentrasi kemiskinan yang terjadi di Kota Batam dengan menggunakan Sistem Informasi Geografi (SIG) dari tahun 2003 s.d. 2008. Selain itu, untuk mengetahui kondisi penduduk miskin di Kota Batam dalam penelitian ini mengambil sampel dari empat kecamatan di Kota Batam yaitu Kecamatan Sekupang, Kecamatan Batu Ampar, Kecamatan Nongsa dan Kecamatan Sei Beduk dengan menggambarkan masalah ekonomi dan sosial yang dihadapi oleh penduduk miskin. Penelitian ini juga bertujuan untuk mengetahui pelaksanaan program-program penanggulangan kemiskinan di Kota Batam dengan melihat jenis program penanggulangan kemiskinan yang dilaksanakan oleh pemerintah, permasalahan pelaksanaan program yang dihadapi dan upaya pemerintah daerah mengoptimalkan pelaksanaan program kemiskinan. Untuk mencapai tujuan tersebut penelitian ini menggunakan SIG dengan perangkat lunak Map Info 9.0 untuk memetakan sebaran penduduk miskin di Kota Batam dan melalui pendekatan analisis deskriptif untuk menjelaskan data dan informasi kemiskinan yang diperoleh. Data dan informasi kemiskinan serta data pendukung lainnya bersumber dari Pemerintah Provinsi Kepulauan Riau, Pemerintah Kota Batam dan instansi terkait lainnya. Penelitian ini menyimpulkan bahwa banyaknya penduduk Batam yang hidup di bawah garis kemiskinan disadari oleh Pemerintah Kota Batam namun dalam pelaksanaan program penanggulangan kemiskinan, pemerintah daerah cukup kewalahan baik dalam hal distribusi, monitoring maupun evaluasi program bantuan. Hal ini disebabkan belum adanya pendataan khusus mengenai siapa yang miskin dan di daerah mana mereka mengelompok secara spesifik. Kondisi ini juga dibuktikan dengan melihat masalah ekonomi dan sosial masyarakat miskin di empat kecamatan Kota Batam yang masih banyak belum tersentuh oleh program penanggulangan kemiskinan. Saran dari penelitian ini antara lain sudah saatnya Pemerintah Kota Batam memiliki sendiri Sistem Informasi Geografi yang dapat memetakan penduduk secara demografi khususnya persebaran penduduk miskin dan rumah tangga miskin sampai pada lokasi yang spesifik. SIG digunakan dengan maksud agar data spasial yang diperoleh dapat menjadi acuan dalam monitoring dan evaluasi dari pelaksanaan program-program kemiskinan baik untuk koordinasi ke instansi pusat maupun sasaranya ke masyarakat

The purpose of the research was to map out the poverty concentration in Batam during the period of 2003 to 2008 using the Geographical Information System (GIS). To identify the condition of the poor in Batam, four sub-districts - the sub-district of Sekupang, Batu Ampar, Nongsa, and Sei Beduk - were taken as the samples to describe the socio-economic problems the poor were facing. The research was also to identify the implementation of the programs to engage with the poverty in Batam, by identifying the types of the programs implemented by the government, the problems confronted during the program implementation, and the efforts of the local government to optimize the program implementation to handle the poverty among the people. To get to this objectives, the research used GIS with the software of Map Info 9.0 to map out the distribution of the poor in Batam, and a descriptive analysis then analyzed the data and information about the poverty presented. The data and information on the poverty along with other supporting data were from the Provincial government of Kepulauan Riau, the Municipality of Batam, and other relevant institutions. The research concluded that the Municipality government of Batam realized that so many of the people were living under poverty, nevertheless in the implementation of the program to fight the poverty the local government were very busy facing the problems in the distribution, monitoring and evaluation of the aid program. This was due to the unavailability of special data as to who really the poor were and where they specifically really grouped themselves. This condition was also proved by considering the socio-economic problems facing by the poor people in the four sub-districts in Batam Municipality who were still untouched by the poverty fighting programs. Some suggestions were offered, among others were that it was due time for the Municipality government to manage a Geographical Information System (GIS) enabling the mapping out of the population demographically, especially concerning the distribution of the poor and poor families, approaching them as closely as possible to their specific location. GIS was used in order that the special data obtained could be a start point in the monitoring and evaluation of the Poverty Fighting Programs, both for coordination with central institutions and for the sake of the community
