Peranserta stakeholder dalam pengelolaan pasar tradisional :: Kasus perkembangan pasar tradisional di Kabupaten Bantul

Sekitar 14% masyarakat di Kabupaten Bantul sangat menggantungkan hidupnya pada pasar tradisional. Penelitian ini dilakukan dengan metode kualitatif-induktif, bertujuan (1) untuk mengetahui perkembangan pasar tradisional di Kabupaten Bantul dan (2) untuk mengetahui peranserta stakeholder dalam mengelola pasar-pasar tersebut. Penelitian ini menemukan beberapa hal penting. Pertama, terdapat tiga stakeholder yang terlibat yaitu (1) stakeholder kunci (aparat pengelola pasar dan Pemerintah Daerah Bantul); (2) stakeholder primer (para pedagang pasar tradisional); dan (3) stakeholder sekunder (para pembeli/konsumen pasar tradisional). Kedua, banyak peraturan perundangan yang sudah tidak sesuai dengan keadaan di lapangan sehingga harus disesuaikan dengan kondisi riil di lapangan. Ketiga, perlu peningkatan ketertiban, keamanan, dan kebersihan pasar khususnya di lokasi berdagang. Lebih lanjut, paguyuban pedagang pasar hendaknya difungsikan untuk menyalurkan aspirasi, informasi harga, dan pembentukan koperasi agar terhindar dari rentenir. Keempat, perlu memberikan informasi atau mempromosikan hal-hal positif tentang pasar tradisional ke pihak-pihak lain, agar banyak yang berkunjung dan berbelanja di pasar tradisional.
In Bantul District, traditional markets are main drivers of economic ach its in the area. Approximately, about 14% of population in Bantul District are dependent on traditional markets. This research was conducted by means of qualitativeinductive method and aimed to (1) understand the development of traditional markets in Bantul District; and (2) understand the role of stakeholders in traditional markets. This research is found in volve in this issue several important findings. First, there are three kinds of stakeholders, i.e. (1) key stakeholder (market officers and Local Government of Bantul District); (2) primary stakeholders (traditional market traders); and (3) secondary stakeholders (buyers/consumers of traditional markets). Second, there are numerous laws that are not in accordance with reality in the field and therefore need to be renewed. Third, it is needed to improve disciplinary, safety, and cleanness of traditional markets. In addition, it is important to improve the functions of trader association as a way for gathering trader aspiration and price information and to build cooperation in order to hinder informal banking. Fourth, it is needed to give good information and promotion about traditional markets to other parties in order to increase the number of visitors and buyers.
