Studi tentang Foster Children di Amerika Serikat :: Masalah dan penyelesaiannya

Tesis ini berusaha untuk mendeskripsikan tentang foster children, pelaksanaan children foster care, dan program children foster care pada salah satu negara terkaya di dunia yaitu Amerika Serikat. Tujuan dari penelitiani ini adalah untuk mengetahui tentang keberadaan foster children di Amerika Serikat, untuk memahami tentang faktor-faktor penyebab anak menjadi foster children yang ditinjau dari faktor ekonomi dan sosial, untuk mengetahui sejarah adanya children foster care dan peran pemerintah serta partisipasi masyarakat dalam program children foster care. Tesis ini dilaksanakan dengan menggunakan interdisiplinary approach yang diusung oleh Robert Sklar tentang pendekatan multidisiplin dalam mempelajari fenomena masyarakat Amerika yang multikultural dengan mengintegrasikan pendekatan seni, sejarah, sosial, ekonomi, budaya, politik dan sebagainya. Dengan menggunakan pendekatan ekonomi, sosial, sejarah, politik dan film sebagai mental evidence untuk mendapat analisa yang menyeluruh dalam penelitian ini. Hasil penelitian ini menunjukan bahwa foster children muncul karena kegagalan orang tua biologis untuk menjalankan peran representatifnya sehingga anak-anak menjadi foster children dan memerlukan pengasuhan. Children foster care merupakan lembaga formal yang merupakan representatif dari anak yang melakukan pengasuhan sementara bagi anak-anak miskin ketika orangtua biologis tidak mampu untuk melakukan pengasuhan dan perawatan dengan baik. Penyebab kegagalan orang tua biologis sebagai representatif dari anak-anaknya beragam, meliputi, sisi buruk kapitalisme (the seamy side of capitalism), kemiskinan, tindak kekerasan terhadap anak (child abuse), penelantaran terhadap anak (child neglect) dan lain-lain. Menyadari akan faktor-faktor tersebut maka peran pemerintah bekerjasama dengan masyarakat melalui peran paternalistic mengambil alih tanggung jawab orangtua dengan melaksanakan program children foster care dalam memberikan pelayanan kepada anak-anak dan memenuhi kebtuhan anak

This thesis attempts to describe about Foster Children, Children Foster Care and Program Children Foster Care the one of wealthiest nation, the United States. The objectives of this study are to find out abaut foster children, the learn the factors that affecting children enter to foster care in economic and social perpectives, to know the historical background of children foster care and to find out the role of government and society participation in program children foster care. This thesis is conducted by using interdisciplinary approach proposed by Robert Sklar as theoretical approach, namely American Studies as multidisciplinary approach by integrating art, history, sociology, economic, politic, etc. Under the approaches of economi, social, history, politic and film as mental evidence, the problem can be analyzed through various points of view to have deeper and wider analysis. The result of this research indicates that children became foster children when their biologists’ parents cannot do their representative’s role, therefore children need informal representative as temporary care for children. The factors affecting children enter to foster care can be analyze in economic and social factors, but the main factor of it is family who living in poverty line. The U.S. government and society realize these problems, and do their efforts through public policy and financial support for the government and society participation through social workers in foster care to accomplish children needs. There are some factors that effecting children become foster children, they are the seamy side of capitalism, poverty, child abuse, child neglect, etc. to realize foster children problems, so the government and society participation through paternalistic job description as one of the roles of government in a free society in doing children foster care program to provide services for children.
