Pengaruh dana alokasi umum, pendapatan asli daerah dan pertumbuhan ekonomi terhadap belanja modal

Penelitian ini bertujuan untuk mengetahui dan membuktikan pengaruh dana alokasi umum, pendapatan asli daerah, dan pertumbuhan ekonomi terhadap belanja modal. Hipotesis yang diajukan adalah: (1) pengaruh dana alokasi umum terhadap belanja modal (2) pengaruh pendapatan asli daerah terhadap belanja modal (3) pengaruh pertumbuhan ekonomi terhadap belanja modal. Sampel dari penelitian ini adalah provinsi yang berada di pulau Sumatera dengan kriteria yaitu provinsi yang memiliki kapasitas fiskal rendah. Provinsi yang dijadikan sampel sebanyak 7 provinsi yang terdiri dari 60 kabupaten/kota dengan alasan bahwa kabupaten/kota yang konsisten melaporkan realisasi anggarannya selama tahun penelitian. Data penelitian yng digunakan dari tahun 2004-2006. Metode penelitian yang digunakan yaitu regresi berganda. Hasil penelitian menunjukkan bahwa ada pengaruh dana alokasi umum. Pertumbuhan ekonomi terhadap belanja modal, sedangkan pendapatan asli daerah tidak berpengaruh terhadap belanja modal. Dari hasil penelitian diatas disimpulkan bahwa pemerintah daerah belum mampu menjalankan otonomi daerah karena ketergantungan yang sangat tinggi pada pemerintah pusat yaitu dalam bentuk bantuan dana perimbangan. Pertumbuhan ekonomi dengan menggunakan lag atau pertumbuhan ekonomi tahun lalu yang tercermin dari PDRB dapat memberikan pengaruh terhadap belanja modal.

This study aims to identify and demonstrate the influence of the general allocation fund, revenue, and economic growth towards capital expenditure. The hypothesis proposed is: (1) the influence of the general allocation of capital expenditure (2) the influence of local revenue to capital expenditure (3) the effect of economic growth towards capital expenditure. Samples from this study is located in the island province of Sumatera. Province which used a sample of seven provinces with the criteria that provinces have the fiscal low capacity which consists of 60 districts / cities on the grounds that the district consistently report the realization of its budget during the years of research. Study used data from the years 2004-2006. The research method used is multiple regression. Results showed that there was an effect on the general allocation fund, own revenues, economic growth of capital spending, while local revenue has no effect on capital spending. From the above study concluded that local government autonomy not yet able to run due to the dependency very high center government in type is equalization fund assistance, on strong with local income did not influence capital spending this case gives the assumption that the government has not been able to explore areas potential maximally. Economic growth by using a lag or economic growth last year is reflected in the GDP can have significant capital spending will be allocated to support the government's allegations of facility needs that will ultimately create wealth for society.
