2010 | Tesis | S2 Magister Teknologi InformasiDalam lingkungan kompetisi, penentuan prioritas investasi teknologi informasi (TI) harus selaras dan mendukung strategi bisnis sehingga nilai bisnis dapat dimaksimalkan dan ancaman kompetisi dapat diminimalkan. Di samping itu, investasi TI yang dilakukan harus memiliki efisiensi yang tinggi untuk mendukung bisnis saat ini dan harus memiliki fleksibilitas yang baik untuk mengakomodasi kebutuhan bisnis mendatang. Penelitian ini berusaha mengajukan model atau kerangka kerja untuk menentukan prioritas investasi TI dengan mempertimbangkan aspek strategis yang meliputi tujuan bisnis, keselarasan dengan strategi bisnis, respon terhadap lingkungan kompetisi, efisiensi dan fleksibilitas. Model diselesaikan menggunakan metode Quality Fuction Deployment (QFD) melalui operasi House of Quality (HOQ). Model kemudian diterapkan pada objek studi kasus untuk dinilai tingkat keselarasannya menggunakan Strategic Alignment Maturity Model (SAMM) yang diajukan oleh Luftman dan Kempaiah (2007). Hasil yang didapatkan adalah model atau kerangka kerja yang diajukan dapat digunakan untuk menentukan prioritas investasi TI dan meningkatkan keselarasan strategis antara strategi bisnis dan strategi SI/TI. Menurut kriteria penilaian SAMM saat penerapan pada objek studi kasus, model ini dapat meningkatkan keselarasan strategis dari level 2 (committed) ke level 4 (improved) serta mampu memperbaiki hubungan dan mekanisme kerja antara domain manajemen dan domain TI dengan adanya kesamaan level persepsi.
In a competition environment, determination of IT investment priority should align and support business strategies so that business value can be maximized and the threat of competition can be minimized. In addition, IT investments must have a high efficiency to support today's business and good flexibility to accommodate future business needs. This research is trying to make a model or framework for determining IT investment priority by considering the strategic aspects, including business objectives, alignment with business strategies, the response to competitive environment, efficiency and flexibility. The model is solved by using the method of Quality Function Deployment (QFD) through the operation of the House of Quality (HOQ). Then the model is applied to the object of case study to assess the level of alignment by utilizing the Strategic Alignment Maturity Model (SAMM) proposed by Luftman and Kempaiah (2007). The model obtained from the process above can be used to determine priority of IT investments and to improve the strategic alignment between business strategies and IS/IT strategies. According to SAMM assessment criteria applied to the object case study, this model can improve the strategic alignment from level 2 (committed) to level 4 (improved) and capable of improving working relationships and mechanisms between the management domain and the IT domain with a common level of perception.
