Pelaksanaan pembangunan merupakan proses perubahan yang berlangsung secara terus menerus dan berkesinambungan, guna tercapainya suatu perubahan perkembangan tarap hidup masyarakat yang adil dan makmur serta merata. Di dalam mensejahterakan masyarakatnya, pemerintah daerah dalam hal ini Walikota/Bupati sebagai Pimpinan di daerah dituntut untuk mampu menggerakkan dan memotivasi masyarakatnya untuk berpartisipasi/ikut serta di dalam merencanakan, melaksanakan, memanfaatkan program-program pelaksanaan pembangunan yang telah ditetapkan demi tercapainya tujuan pembangunan daerah. Keberhasilan pelaksanaan pembangunan di daerah seharusnya menjadi tanggung jawab seluruh lapisan masyarakat dan oleh karenanya memerlukan peran serta dari seluruh masyarakat daerah. Akan tetapi dalam kenyataannya kondisi ideal tersebut tidak mudah untuk diwujudkan. Kenyataan di lapangan menunjukkan bahwa partisipasi masyarakat dalam pembangunan daerah pada umunya masih sangat minim. Rendahnya tingkat partisipasi masyarakat dalam pembangunan, dirasakan dan dikeluhkan oleh staf pemerintah Kota Gorontalo. Masih sulit untuk mengajak masyarakat agar mau berpartisipasi dalam pembangunan baik dalam tahap perencanaan, maupun pelaksanaan pembangunan. Masyarakat pada umumnya enggan untuk mengikuti rapat musyawarah baik di tingkat kelurahan, kecamatan maupun di tingkat daerah. Hal ini tentu akan berimplikasi pada pelaksanaan pembangunan yang terkesan tidak aspiratif dan pada gilirannya dukungan partisipasi masyarakat dalam pelaksanaan pembangunan tersebut akan menjadi sangat minim. Untuk menjawab tantangan dinamika pembangunan dan kemasyarakatan tersebut, dibutuhkan berbagai kebijakan publik yang berpihak kepada kepentingan masyarakat. Kesemuanya itu membutuhkan peran komunikasi pemerintahan yang efektif ke arah peningkatan partisipasi masyarakat dalam semua bidang pembangunan. Penelitian ini bertujuan untuk mengetahui dan menganalisis efektivitas komunikasi kebijakan yang dilakukan oleh pemerintah dalam peningkatan partisipasi masyarakat di Kota Gorontalo.

Implementation of development is an ongoing process of change constantly and continuously, in order to achieve a change in living standard of the development of a just and prosperous and equitable. In the welfare society, local government in this case the Mayor / Regent as regional leaders demanded to be able to move and memotiviasi community to participate / participate in the plan, implement, and benefit from the implementation of development programs that have been determined to achieve regional development goals. Successful implementation of regional development should be the responsibility of all levels of society, and therefore requires participation from all areas of society. But in ideal conditions kenyataann yes is not easy to achieve. Reality on the ground shows that community participation in regional development in general is still very minimal. The low level of community participation in development, perceived and complained of by the staff of Gorontalo city government. Still difficult to persuade people that want to participate in the development, both in the planning and implementation stages of development. Society in general are reluctant to attend meetings both at the district meeting, district and regional levels. This certainly will have implications on the implementation of development which does not seem aspirational and in turn support people's participation in the implementation of such development will be very minimal. To answer the challenges of development and societal dynamics, we need public policies that favor the interests of the community. All this requires effective communication role of government towards increasing community participation in all areas of development. This study aims to identify and analyze the effectiveness of communication policies undertaken by the government in increasing community participation in the city of Gorontalo. The method used is a qualitative research method with the descriptive approach, which aims to describe, record, and interpret the communication effectiveness of governmental policies in increasing community participation in the city of Gorontalo. The results showed that: (a) Communications Policy in the Government increased public participation in the city of Gorontalo pertained effective; (2) Viewed from theindicators of perception, accuracy, credibility, control and conformity, communication of government policies in the city of Gorontalo considered effective; (3) Effectiveness communication of government policies closely related to the willingness of society to participate in development in the city of Gorontalo, (4) The effectiveness of communication of government policies is very big role in efforts to increase public participation in the city of Gorontalo, (5) Public participation in development in Gorontalo city still needs to be improved, the community in general still tend to depend on government funds (government minded), and therefore must be pushed toward independence, which in turn is able to participate actively in development; (6) Communication of government policy in the city of Gorontalo, despite being relatively effective, but still needs to be improved, especially in terms of the ability of all government agencies, especially the SKPD Leadership, Management and Staff Kehubmasan, within the City Government of Gorontalo in communicating every government policy. Thus not only impressed the Mayor it is capable of play, explaining all the policies of government (Mayor Minded), while its society, whether consciously or not, the more conditioned only want to hear information directly from the Mayor of government policy.
