Cold mix recycling with foamed bitumen is a preferable solution for pavement maintenance with the purpose of foamed bitumen and an existing pavement mixes to produce a high quality, durable and flexible pavement with exceptional performance and resistance to the changes of climatic. In this study, the researcher tries to investigate and to ensure mix design of cold mix recycling with foamed bitumen for binder course material and adjust a possibility to apply in Indonesia. The researcher carried out a laboratory study with determination of optimum moisture content and maximum dry density by modified proctor type D test, scale of foam trial resulted the approximate percentage of foamed bitumen required to stabilize each material, either RAP or RAP and new aggregate mixes, are 2.0%, 2.5%, 3.0% and 3.5%. All mix designs included 1.5% cement as an active filler. Furthermore, the specimens evaluated by some tests, i.e. Indirect Tensile Strength (ITS), Unconfined Compressive Strength (UCS) and wheel tracking with the requirement mentioned in Indonesian Directorate of Highways Specification. The research results of ITS, UCS and wheel tracking are not significantly different, it makes the research unable to recommend mix design in order to meet the best mix design. Otherwise, the research finding stated that the excellent mix design is mixing of 65% of RAP and 35% of new aggregate, water addition 2.5% by mass of bitumen (foam proportion), optimum moisture content of 4.77% and water content of 0.80% where the TSR value is 87.25%, UCS value is 35.25 kg/cm2 and dynamic stability (deformation) value is 10800 passing/mm. Thereby, there is a possibility to apply the mixture in Indonesia, but it needs more research to support this finding.
