Implementation of Indonesian integrated road management system (IIRMS) for pavement rating condition

The Directorate General of Highway of Indonesia used computerized system to support the decision maker in managing the road network. This system is known as the Indonesian Integrated Road Management System (IIRMS). One of IIRMS results is pavement rating condition information; therefore effective parameters on rating criteria should be included in the program to provide the effective pavement rating condition. Analyzing the parameter could be one method to know the effectiveness of criteria pavement rating parameter. The data collection through literature review, interviewed with the user and checked database system is one method before analyzing the IIRMS program. Moreover, simulation on the IIRMS program was obtained to ensure the parameters used on the IIRMS rating condition criteria. In conclusion, the simulations on the pavement condition survey did not affect the pavement rating condition of IIRMS although the value of surface distress index was changed, for instance, in this study the value changed from 33 into 18. So, the criteria rating condition only used two parameters, which are IRI and AADT. The hypothesis test was used to comprehend the addition of another parameter on optimizing the pavement rating condition, which provides a result of 2.961 for t value. It concluded that the addition of one parameter did not provide any significant difference compared to the absence of additional parameter in optimizing the pavement condition rating on IIRMS program. Besides, there was an inconsistency in determining the range of rating criteria, due to combining roughness and traffic parameters create overlapping in the area of distribution of pavement rating condition, for instance the area of 2.397 represent was not only good but was also fair and poor pavement condition.
