Analysis of airport charges (passenger service charges and landing charges) :: Case study at Adisutjipto Airport-Yogyakarta

The growth of airport users (airlines and passengers) in Adisutjipto airport - Yogyakarta encourages the airport authority to increase the quality of airport service in both land and airside of the airport and all the process of service implementation. Therefore the users shall bear their full and fair share of the cost of services and facilities provided by the airport authority. The objective of this research is to analyze the airport service charges (i.e. Passenger Service Charges (PSC) and Landing Charges (LC) imposed in Adisutjipto airport – Yogyakarta, to identity level of service according to passenger perception and to analyze the willingness to pay Passenger Service Charges (PSC) associated with their perception towards level of service. Secondary data were collected from airport authority and other related authorities. On the other hand, the primary data were collected through a questionnaire surveys in departure terminal of Adisutjipto airport. In this study the airport charges were analyzed by using distribution pattern implemented by PT. Angkasa Pura I which refers to government regulation. Passenger perception and willingness to pay toward level of service was analyzed by using descriptive analysis and regression analysis. The survey result of passenger service charges analysis shows that basic cost or cost per unit of passenger service charges is Rp 15,696. This value is much lower than tariff that is imposed now i.e. Rp 25,000 (including 10% government tax) or Rp 22,727 (excluding 10% taxes). The coverage ratio of PSC toward its basic cost is 145%. The average value of willingness to pay of respondents is Rp 22,613, with only 31.50% of respondents willing to pay the tariff is imposed. Basic cost or cost per unit for landing charges is Rp 21,848 per ton. This value is much higher than the tariff imposed now i.e. Rp 2,725 per ton. The coverage ratio of LC toward its basic cost is only 12.47%. Using 5 categories of likert scale, the survey result of level of service of respondents toward facilities and services at Adisutjitpo airport is 3.23, this means that level of service used is in moderate level which is below the level of service used in tariff calculation.
