Potensi retribusi terminal di Kabupaten Gorontalo

Penelitian ini bertujuan untuk menghitung potensi retribusi terminal di Kabupaten Gorontalo Tahun 2008, dalam mengestimasi potensi retribusi dapat dilakukan dengan pendekatan analisis makro dan mikro. Metode yang digunakan dalam menghitung estimasi potensi retribusi terminal ini secara makro adalah melalui analisis deret berkala (time trend). Sedangkan metode untuk menghitung secara mikro dilakukan dengan melihat kondisi riil yang terjadi dilapangan. Jenis data yang digunakan adalah data kualitatif yang berupa keterangan baik tertulis maupun lisan mengenai retribusi terminal. Sumber data yang digunakan adalah data primer yaitu data yang langsung diperoleh dari survei pada objek penelitian dan data sekunder yaitu data yang diperoleh secara tidak langsung atau melalui perantara baik melalui dokumen-dokumen dan catatan-catatan dari instansi terkait. Dari penelitian mengenai potensi retribusi terminal di Kabupaten Gorontalo secara makro yang diestimasi tahun 2005 sebesar Rp234.787.535,-, tahun 2006 sebesar Rp249.119.925, tahun 2007 sebesar Rp263.452.315,-, tahun 2008 sebesar Rp277.784.704,-, tahun 2009 sebesar Rp292.117.094.,-, tahun 2010 sebesar Rp306.449.484,-, tahun 2011 sebesar Rp320.781.873,- dan tahun 2012 sebesar Rp335.114.263. Estimasi ini dapat berlaku dengan asumsi bahwa tidak terdapat perubahan-perubahan pada faktor-faktor yang mempengaruhi penerimaan retribusi daerah Kabupaten Gorontalo. Data target retribusi angkutan pada tahun 2008 di terminal limboto sebesar Rp62.275.000 dibandingkan dengan perhitungan potensi skala mikro diperoleh hasil yang lebih besar yaitu Rp68.734.286. Terminal Isimu ditargetkan sebesar Rp64.000.000,-, perhitungan potensi retribusi terminal melalui skala mikro diperoleh hasil yang lebih besar yaitu Rp65.700.000,-. Terminal Telaga ditargetkan sebesar Rp46.669.000,-, perhitungan potensi retribusi terminal melalui skala mikro diperoleh hasil yang lebih besar yaitu Rp55.819.500,-. Terminal Parungi ditargetkan sebesar Rp30.656.000,-, perhitungan potensi retribusi terminal melalui skala mikro diperoleh hasil yang lebih kecil yaitu Rp29.434.500,-. Terminal Kaliyoso ditargetkan sebesar Rp8.900.000,-, perhitungan potensi retribusi terminal melalui skala mikro diperoleh hasil yang lebih besar yaitu Rp10.637.000,-.

From research on the potential of terminal charges on the macro Gorontalo estimated in 2005 for Rp. 234.787.535,-, in 2006 for Rp. 249.119.925,-, in 2007 for Rp. 263.452.315,-, in 2008 for Rp. 277.784.704,-, in 2009 for Rp. 292.117.094,-, in 2010 for Rp. 306.449.484,-, in 2011 for Rp. 320.781.873,-, and in 2012 for Rp 335.114.263,-. This estimation can be applied with the assumption that there are no changes in the factors that affect revenue retributions Gorontalo. Target data transport levy in 2008 in the terminal registration Limboto Rp.62.275.000,- compared with the calculation of the potential of the micro-scale acquired greater results of Rp. 68.734.286,-. Isimu terminals targeted for Rp.64.000.000,-, calculation of the potential for terminal fees through micro –scale acquired greater result are Rp. 65.700.000,-, Terminal Lake targeted for Rp.446.669.000,-, calculation of the potential for terminal fees trough micro-scale acquired greater results are Rp. 55.819.500,-, Parungi terminals targeted for Rp.30.656.000,-, calculation of the potential for terminal charges obtained through micro-scale results of smaller Rp. 29.434.500,-. Kaliyoso terminals targeted for Rp. 8.900.000,-, calculation of the potential for terminal fees through micro-scale acquired greater results are Rp. 10.637.000,-.
