Tingkat kesesuaian standar akreditasi terhadap strategi dan rencana pengembangan pelayanan instalasi gawat darurat :: Studi kasus di Rumah Sakit Umum Daerah Cut Meutia Aceh Utara

Banyak permasalahan yang didapat oleh pasien atau keluarga di dalam mendapatkan pelayanan di IGD, karena pelayanan IGD belum memenuhi standar pelayanan yang diharapkan. Oleh karena itu untuk memenuhi kebutuhan pasien akan pelayanan di IGD, pelayanan IGD harus akreditaskan. Pada tahun 1999 dan tahun 2004 standar akreditasi pernah dilaksanakan namun belum mencukupi standar, dan pelaksanaan standar hanya beberapa bulan, setelah itu pelaksanaan standar tidak dilakukan lagi hingga saat ini. Penulis ingin melihat tingkat kesesuai standar yang dilaksanakan di Instialasi gawat darurat apakah telah memenuhi standar pelayanan, atau tidak. Tujuan Penelitian: mengetahui tingkat kesesuaian tujuh standar akreditasi terhadap strategi dan rencana pengembangan pelayanan IGD di Rumah Sakit Umum Daerah Cut Meutia. Metode Penelitian: Penelitian ini merupakan studi kasus, data dianalisis secara kuantitatif dan kualitatif, cara pengumpulan data dari hasil hitungan jawaban responden petugas IGD, untuk mendukung wawancara mendalam. Hasil Penelitian: Terdapat perbedaan hasil penilaian standar akreditasi antara petugas IGD dengan peneliti. Dari ketujuh standar akreditasi yang memenuhi syarat hanya standar falsafah dan tujuan (93%), sedangkan ke enam standar lainnya tidak memenuhi standar akreditasi (< 60%). Standar akreditasi yang sangat rendah nilai skornya adalah standar enam yaitu pengembangan staf dan program pendidikan (10%). Kesimpulan: Standar akreditasi instalasi gawat darurat RSUD Cut Meutia Aceh Utara belum memenuhi standar akreditasi dari Dep Kes .RI. Oleh karena itu diperlukan komitmen Direktur, Komite medik, Komite Akreditasi dalam meningkatkan pelayanan sesuai dengan standar akreditasi. Upaya strategi dan rencana pengembangan, harus segera dilakukan, adanya komitmen dari seluruh staf IGD dan stakeholder, penyusunan program peningkatan mutu, melaksanakan pemenuhan dokumen, SOP, melengkapi obat dan alat, melakukan program pelatihan, monitoring dan evaluasi.
Background: Immediate, good and professional service with satisfying result is the expectation of all societies particularly customers of health service in hospitals in general and emergency installation in particular. Patients and families of patients face some problems of service at emergency installation due to the service that has not met the expected standard. To fulfill needs of patients for standard service at emergency installation, service at emergency installation has to be accredited. In 1999 and 2004 standard of accreditation has been implemented but it has not met the standard specified. The implementation last only for a couple of months but after that it has not been implemented until today. The researcher wants to find out relevance of standard implemented at emergency installation. Objective: To identify relevance of standard based on seven standards of accreditation with the strategy and planning of emergency installation service development at Cut Meutia Hospital. Method: This was a case study. Data were analyzed and quantitatively and qualitatively. Data were obtained from the result of calculation from answers of staff of emergency installation as respondents. and supported by indepth interview. Result: There was difference in the result of assessment of accreditation standard between staff of emergency installation and the researcher. Out of seven standards of accreditation only the standard of philosophy and objective that fulfilled the requirement (93%) whereas the other six standards did not meet the standard of accreditation (<60%). Standard of accreditation that had the lowest score was standard 6, i.e. development of staff and educational program (10%). Efforts for development strategy and planning had to be made; there should be commitment from all staff at emergency installation and stakeholders; program for quality improvement had to be initiated; documents of standard (standard operational procedure) had to be made; drugs and facilities had to be completed; program of training, monitoring and evaluation had to developed. Conclusion: Emergency installation of Cut Meutia Hospital Aceh Utara had not met standard of accreditation of the Ministry of Health. Therefore there should be commitment of the director, medical committee, accreditation committee and all staff at the emergency installation in order to improve service according to accreditation standard.
