Analisis pengelolaan hutan di Pemerintah Provinsi Kalimantan Timur tahun 2009

Penelitian ini bertujuan untuk menganalisis faktor-faktor yang mempengaruhi pengelolaan hutan di Pemerintah Provinsi Kalimantan Timur, berdasarkan Peraturan Menteri Kehutanan Republik Indonesia Nomor P.70/Menhut-II/2009. Penelitian ini merupakan penelitian deskriptif, dilaksanakan di tahun 2009 dengan metode survei dan menggunakan kuesioner. Sampel penelitian adalah 75 responden yang terlibat dalam pengelolaan hutan di Pemerintah Provinsi Kalimantan Timur, dengan populasi adalah pegawai Dinas Kehutanan Provinsi Kalimantan Timur, Komisi II DPRD Provinsi Kalimantan Timur, LSM/Organisasi Kemasyarakatan. Analisis data yang digunakan skala likert, pengujian instrumen reliabilitas dan validitas, dan Confirmatory Factor Analysis (CFA). Penggunaan analisis data untuk menganalisis faktor-faktor penting dalam pengelolaan hutan. Hasil analisis data menunjukkan struktur pengelolaan hutan di Pemerintah Provinsi Kalimantan Timur sudah sesuai dengan Peraturan Menteri Kehutanan Republik Indonesia Nomor P.70/Menhut-II/2009. Faktor-faktor penting dalam pengelolaan hutan di Pemerintah Provinsi Kalimantan Timur meliputi aspek pemantapan kawasan hutan, aspek rehabilitasi hutan dan peningkatan daya dukung daerah aliran sungai(DAS), aspek pengamanan hutan dan pengendalian kebakaran hutan, aspek konservasi keanekaragaman hayati, aspek revitalisasi pemanfaatan hutan dan industri kehutanan, aspek pemberdayaan masyarakat di sekitar hutan, aspek mitigasi dan adaptasi perubahan iklim sektor kehutanan, aspek penguatan kelembagaan kehutanan.

The research objective is to analyze factors that influencing forest management in East Kalimantan Province Government, based on the Regulation the Minister of Forestry Indonesia No. P.70/Menhut-II/2009.This research is a descriptive research, conduct on 2009 with survey method by using quistionaire. Research sample was 75 respondents involved in forest management East Kalimantan Province Government, with a population Forest Service employees of East Kalimantan province, Commission II of the Parliament East Kalimantan province, the NGO / Community Organization. Analysis of the data used Likert scale, the test instrument reliability and validity, and Confirmatory Factor Analysis (CFA). The use of data analysis to to analyze factors that influencing forest management in East Kalimantan Province Government. The results from data analysis shows the structure of forest management in East Kalimantan Province Government is in compliance with the Regulation the Minister of Forestry Indonesia No. P.70/Menhut-II/2009. Important factors that influencing forest management in East Kalimantan Province Government includes stabilization of forest cover, forest rehabilitation and increase the carrying capacity of the river basin (DAS), forest protection and forest fire control, biodiversity conservation, forest utilization and revitalization of the forestry industry, community empowerment around the forest, mitigation and adaptation to climate change in the forestry sector, institutional strengthening of forestry.
