Pengembangan computerized billing pada Rumah Sakit Bersalin Permata Hati Metro Lampung

Latar Belakang. Rumah Sakit Bersalin (RSB) Permata Hati bermaksud mengembangkan computerized Sistem Informasi Manajemen Rumah Sakit (SIMRS) secara bertahap yang dimulai dari billing system. Billing System yang akurat sangat dibutuhkan untuk meningkatkan pelayanan kesehatan yang efisien, karena RSB Permata Hati merupakan rumah sakit swasta, yang sangat bergantung pada revenue pasien. Tujuan. Untuk mendiskripsikan pengembangan komputerisasi billing system di Rumah Sakit Bersalin Permata Hati Metro Lampung. Metode. Penelitian ini menggunakan rancangan action research dengan pengumpulan data dalam penelitian ini mengunakan metode kualitatif dan kuantitatif. Subjek penelitian Stakeholder RSB Permata Hati dan petugas yang berkaitan dengan billing system. Penelitian ini menggunakan instrumen pedoman wawancara, diskusi kelompok terarah, observasi dan cek dokumen serta kuesioner. Hasil. Manajemen sekaligus Pemilik RSB Permata Hati telah mengembangkan Computerized Billing System . Program pengembangan tersebut merupakan upaya meningkatkan mutu pelayanan kesehatan kepada pelanggan. Untuk pengembangan Computerized Billing System tersebut, manajemen RSB Permata Hati telah mengontrak konsultan. Pengembangan Computerized Billing System baru diterapkan di Instalasi Rawat Jalan. Belum seluruh SDM menerima pengembangan Computerized Billing System. Sebagain besar petugas belum mampu mengaplikasikan program komputer, sedangkan yang mampu mengaplikasikan komputer hanya mampu mengaplikasikan program olah kata. Kemampuan finansial untuk pengembangan Computerized Billing System sebesar 2 persen dari biaya operasional. Dana tersebut digunakan untuk pengadaan infrastruktur pengembangan Computerized Billing System dan membiayai konsultan. Kebutuhan pengguna dalam pengembangan Computerized Billing System untuk meningkatkan pengelolaan keuangan, namun belum sepenuhnya tercapai karena terhambat pada masalah teknis dan keterampilan petugas yang belum memadai. Pengembangan Computerized Billing System RSB Permata Hati dilakukan secara bertahap dan berkelanjutan. Pada tahap awal pengembangan billing system dimulai dari instalasi rawat jalan. Kesimpulan. Pengembangan Computerized Billing System belum memenuhi kebutuhan pengguna karena masalah teknis dan non teknis.

Background. RSB Permata Hati intend to develop computerized Hospital Management Information System gradually which start from billing system. The accurate billing system is needed basically to improve the health service efficiently, because RSB Permata Hati is a private hospital that depends on the patient revenue. Objectives. To describe the developing of computerized billing system in RSB Permata Hati Metro Lampung. Method. Method used in this research is an action research. Data was collected by qualitative and quantitative method. Research subject are RSB Permata Hati Stakeholder and other interrelated officer to billing system. This research used interview manual instrument, focused group discussion, observation documents checking, and questionnaires. Result. Both management and the owner of RSB Permata Hati have already developed Computerized Billing System. The developing program is an effort to improve the health service for customers. Consultan has been contracted by RSB Permata Hati management regarding to the Computerized Billing System development. The development of that Computerized Billing System has been applied in outpatient department. Most of the official still can not use computer program, while those who can use computer program just can apply until word processing program. Financial capability to develop Computerized Billing System is about 2 percent of operational fee. That budget is used to supply Computerized Billing System development infrastructure and consultant fee. The management need of Computerized Billing System in improve financial management has not realized yet, it is because of the limitation of officer technique and skills. The development of Computerized Billing System in RSB Permata Hati is being done gradually and continuously. In the early stage, the development of Computerized Billing System is start from outpatient department. Conclusion. The development of Computerized Billing System in RSB Permata Hati has not accomplished the need of the users yet because of some technical and non technical problems.
