Policy community di daerah :: Studi tentang proses pengajuan usulan pemekaran Kabupaten Banyumas 2003-2007

Tesis ini terbangun dari fakta yang berkaitan satu dengan lainnya. Fakta yang pertama; kebijakan publik tidak serta merta hadir begitu saja. Ada aktor yang menjadi penggerak dan memainkan peran masing-masing di dalam sebuah proses kebijakan. Aktor ini terwadahi dalam sebuah policy community. Policy community merupakan sekelompok kecil aktor yang disatukan oleh ide yang sama. Sebuah policy community memiliki aturan main yang dijadikan dasar bagi para aktor dalam berbagi peran (siapa melakukan apa dan mendapatkan apa) maupun pemberian sangsi bagi para pelanggarnya. Fakta yang kedua, kebijakan publik khususnya di daerah seringkali hadir sebagai hasil dari proses yang sangat elitis sehingga pada akhirnya sulit diterima oleh public (masyarakat). Banyumas merupakan salah satu daerah yang pernah menghadirkan pembentukan embrio policy community dalam Proses Pengajuan Usulan Pemekaran Kabupaten Banyumas 2003-2007. Hidup matinya policy community menjadi penentu kisah sukses atau gagalnya sebuah implementasi kebijakan. Policy community memiliki ciri–ciri yang membedakan dengan komunitas lain meliputi sifat keanggotaannya yang terbatas, memiliki sumber daya yang bisa dipertukarkan satu sama lain dalam komunitas, continuity yang meliputi interaksi dan nilai-nilai yang dianut bersama serta kekuasaan yang bersifat positive-sum dimana kekuasaan yang ada dimanfaatkan untuk saling menguntungkan satu dengan lainnya. Inisiasi terbentuknya embrio policy community pemekaran Banyumas diawali karena ide yang sama dari para aktor. Ide ini kemudian didorong ke dalam tahap agenda setting melalui tahap persepsi, definisi dan mobilisasi agar ide ini terpilih sebagai agenda pemerintah. Embrio policy community ini mengalami gejala perkembangan melalui perluasan keanggotaan ketika memasuki tahap formulasi kebijakan. Perluasan keanggotaan diperlukan sebagai pendukung aktivitas pengumpulan data dan informasi yang mendukung kekuatan mereka. Agar dukungan semakin banyak dan bersifat luas, mereka juga melakukan advokasi, koalisi, negosiasi dan kompromi. Akan tetapi, policy community ini pada akhirnya mengalami penurunan daya juang hingga akhirnya mati dengan gagalnya ide mereka untuk diimplemetasikan karena ketidaksiapan mereka ketika harus berhadapan dengan kebijakan dari struktur pemerintahan yang lebih tinggi tingkatan, berhadapan dengan masyarakat yang cenderung apatis terhadap ide mereka serta beberapa faktor internal yang memaksa aktor yang terlibat di dalamnya melakukan pilihan

This thesis is developed from a linkage fact with other facts. The first fact is that the public policy not immediately existed in the world practices, there are so many factors that driving and have played its roles in the process of policy formulation. All the actors have been organized through a policy community, which is a little group of actors with the same idea. A policy community has its own playing roles as the foundation for all actors to share roles (who do what and who get what), as well as to distribute a group sanction for the one not obeying it. The second fact, the public policy, in the particular of local government of Indonesia, have been existed through an elitist process that leading to a rejection in its implementation process. Banyumas is one of the local governments that established the policy community embryo in the process of establishing the new split of Banyumas district proposal in the year of 2003-2007. In general, the bloody action of the policy community has become the main factor of the success and or failure during the process of policy implementation. Policy community has a kind of specific elements that making them different with other communities as its limited membership, sharing resources with others in a group of community, continuity in the interaction and internal values that uniting them, as well as a more positive sum power interactions that been used to share the political profits. Initiation process of the policy community embryo of the splitting Banyumas district proposal has been forced by the same ideas of many actors. The ideas were driven to the agenda setting stage through a singular process of perception distributing, defining and mobilizing the ideas to be a formal government agenda. Embryo of the policy community then has grown its memberships in the stage of the policy formulation. New membership was needed in order to support the activity of data and information collection as the foundation of their power. To increase the strength and wider support, they have made such advocacy, coalition or negotiation as well as a compromise action with other groups. But in the end, the policy community has decreased its power and died after its ideas could not be implemented. Because they have not been ready to challenge the higher government’ structures, the public communities that having an aphetic to the new ideas, as well as some internal factors that forced its members to choose among some choices.
