Evaluasi pendidikan dan pelatihan kepemimpinan tingkat III :: Studi kasus di Lingkungan Pemerintah Provinsi Kepulauan Riau

Kegiatan Diklatpim III dilaksanakan dalam rangka memenuhi persyaratan kompetensi Jabatan Eselon III. Berdasarkan hal tersebut maka penelitian ini dilakukan untuk mengevaluasi bagaimanakah pelaksanaan kegiatan Diklatpim III di lingkungan Pemerintah Provinsi Kepulauan Riau khususnya dari aspek kurikulum pelatihan, metode pembelajaran, dan kapasitas widyaiswara serta bagaimanakah efektivitas pelaksanaan diklatpim III di lingkungan Pemprov Kepri. Kurikulum, metode, dan kapasitas widyaiswara merupakan komponen pelatihan dan dalam proses belajar mengajar (transfer pengetahuan) berfungsi sebagai alat. Kurikulum, metode, dan kapasitas widyaiswara yang digunakan dalam suatu pelatihan diharapkan mampu mewujudkan tujuan pelatihan yaitu peningkatan pengetahuan, keterampilan, dan perubahan sikap peserta. Tujuan penelitian ini adalah untuk mengetahui efektivitas kegiatan pendidikan dan pelatihan kepemimpinan tingkat III di Lingkungan Pemerintah Provinsi Kepulauan Riau khususnya dilihat dari aspek kurikulum pelatihan, metode pembelajaran, dan kapasitas widyaiswara. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif. Teknik pengumpulan data primer dilakukan dengan teknik wawancara dan kuesioner dimana kuesioner berfungsi untuk mendukung data hasil wawancara. Sementara itu, pengumpulan data sekunder dilakukan dengan studi dokumentasi dan kepustakaan. Hasil penelitian menunjukan bahwa kegiatan diklatpim III khususnya dari aspek kurikulum, metode, dan kapasitas widyaiswara dengan indikator peningkatan pengetahuan, peningkatan keterampilan, dan perubahan sikap secara umum cukup berjalan efektif meskipun belum pada tingkat maksimal (baik). Indikator peningkatan pengetahuan menunjukkan kemampuan dalam menganalisa sehingga membantu dalam mengambil keputusan dan memberi solusi. Indikator peningkatan keterampilan menunjukkan kemampuan menyelesaikan tugas tepat waktu yang didukung oleh kemampuan membuat perencanaan dan kemampuan memanfaatkan/menggunakan teknologi. Indikator perubahan sikap menunjukkan tingkat disiplin yang belum baik karena adanya ketidakdisiplinan jam pulang kantor namun lebih disiplin ketika jam masuk kantor selain itu juga adanya sikap yang mampu bekerjasama dalam tim. Berdasar hasil tersebut maka direkomendasikan melakukan perekrutan tenaga widyaiswara, memberikan tambahan penghasilan bagi tenaga fungsional widyaiswara, segera menempatkan calon tenaga widyaiswara yang telah lulus tes di balai diklat, dan peserta diklatpim yang akan datang hanya diberikan kepada pegawai yang telah menduduki jabatan struktural.
The education and training for the third level of leadership is one of means to enhance civil servant’s competency. The activities of Diklatpim III are implemented in order to accomplish the requirements of the competency on the third echelon’s position. Based on the reason, so this research is done to evaluate how to implementation of the activities Diklatpim III in the government of Riau Islands Province, especially in the aspects of training curriculum, teaching methods, and widyaiswara’s capacity and how the effectivity of the implementations of the Diklatpim III does in the government of Riau Islands Province. Curriculums, methods, and widyaiswara’s capacity are the components of training and in the process of teaching learning (knowledge transfer), have functions as an instrument. Curriculums, methods, and widyaiswara’s capacity which are applied in a training, are expected to be able to realize the aims of training, that are to enhance participants’ knowledge, to improve participants skill and the change of participants’ attitude. The aims of this research are to know the efectivity of the activities of education and training for the third level leadership in the area of government Riau Island Province, especially viewed from the aspects of training curriculum, study methods, the capacities of widyaiswara. the method applied in this research is descriptive qualitative. The technique of gathering primary data is done by interviews and questionnaires, in which questionnaires have functions to support the data of interviews meanwhile the gathering seconder data is done by documentation study and literature The results of this research show that the activities of education and training for the third level leadership, especially in the curriculum aspect, methods, and the capacities of widyaiswara through the indicator of enhancing the knowledge, improving skills, and the change of attitudes widely, is effectively valid, although it is not at the maximal (good) the indicator of enhancing knowledge shows the capabilities of analysis so assist in making decisions and make salutions. The indicator of improving skills indicates the capabilities of finishing the jobs on time which is supported by the capabilities of making plans and applying technology. The indicator of change in attitudes shows the level of discipline is not good yet because there is no sense of discipline on go home time after work, but more discipline when present at work time, beside that there are capabilities of working together in a team work Based on the result above it can be recommended to widyaiswara staffs recruited, to give additional salary for honorary functional staffs as soon as possible to replace the candidates of widyaiswara staff who have passed the tests at education and training office and the participations of education and training for the third level leaderships in the future, only giving chances to the civil servants who have structural positions
