Evaluasi kinerja sistem pendataan sekolah di lingkungan Direktorat Pembinaan Sekolah Menengah Kejuruan Departemen Pendidikan Nasional

Beberapa strategi pendataan sekolah telah disusun dan dilaksanakan Direktorat Pembinaan SMK Departemen Pendidikan Nasional, namun untuk memperoleh data yang lengkap, akurat dan tepat waktu ternyata belum juga berhasil. Hal ini terjadi karena banyak faktor yang menentukan keberhasilan pelaksanaan program pendataan SMK, sehingga diperlukan evaluasi kinerja sistem pendataan sekolah di lingkungan Direktorat Pembinaan SMK, Direktorat Jenderal Manajemen Pendidikan Dasar dan Menengah, Departemen Pendidikan Nasional. Evaluasi dengan menggunakan metode evaluasi sumatif yang dilakukan setelah kegiatan selesai dilaksanakan. Metode penelitian deskriptif kualitatif digunakan untuk mengevaluasi kinerja sistem pendataan sekolah dan teknik pengumpulan data dan informasi dengan Focus Group Discussion (FGD) dilengkapi dengan penelitian dokumen terkait, yang selanjutnya akan dianalisis kualitatif dengan analisis logika program (program logic). Hasil evaluasi kinerja sistem pendataan SMK di tahun 2008 dapat disimpulkan sebagai berikut 1) Pelaksanaan program pendataan SMK tahun 2008 belum mencapai target yang diharapkan dikarenakan adanya faktor-faktor pada komponen input dan proses yang melemahkan sistem pendataan yang telah berjalan; 2) Hasil evaluasi kinerja pada komponen input, proses, output dan outcome dinilai sudah cukup baik sehingga program pendataan di tahun 2008 lebih baik dibandingkan tahun sebelumnya, walaupun masih terdapat faktor-faktor yang melemahkan kinerja sistem dan perlu perbaikan di masa yang akan datang; 3) Strategi pendataan SMK di tahun 2008 memerlukan penyempurnaan untuk mencapai target dan tujuan program pendataan SMK yang dapat mendukung perencanaan pembinaan SMK serta dapat memantau capaian Rencana Strategis Pembinaan SMK.

Some of the data collection strategies for vocational education (Vocational School) have been arranged and implemented by Directorate of Technical Vocational School of Department of National Education. However the complete, accurate and timely data and information have not yet success fully accomplished. There are many factors that determine the success of the implementation of data collection activity for vocational school. Therefore, the performance evaluation for school data collection system in Directorate of Technical Vocational School, the Directorate General of Management of Primary and Secondary Education, Department of National Education are required. Evaluation by using the summative evaluation shall be carried out after the activity is completed. Descriptive and qualitative research method is used to evaluate performance of school data collection system by using technique of data collection and information with the Focus Group Discussion (FGD) supplemented with relevant document study which henceforth will be analyzed qualitatively by program logic analysis. The results of performance evaluation of vocational school data collection system in 2008, can be summarized as follows 1) The vocational school data collection program in 2008 has not yet reached the expected targets due to factors on component of the input and processes that undermine the data collection system that already performed; 2) The evaluation of performance on inputs, processes, outputs and outcomes component adequately assessed so that the data collection program in 2008 apparently better than previous years, in spite of several factors that remain retard the system's performance and need attention and refurbishment in the future; 3) data collection strategy in 2008 need improvement to achieve targets and objectives vocational school data collection programs that can support the vocational development planning and monitor the achievements of the Strategic Plan for Vocational Education.
