The initial impact of empowerment program in Karimunjawa National Park Indonesia 2008

This study aims to provide an empirical evaluation of the empowerment program (PUE program) in Karimunjawa National Park, and to examine the initial impact of the program due to an increase in household income of community in the buffer zone. The stratified random sampling method is used to collect the data by the original questionnaire. The semi-structures method and the focus group discussion are used to collect the data by interviews. Based on the population data, we select 206 sample households (approximately 10% of all households) from three villages. Among these samples, 78 households are participants of PUE program while 128 households are non-participants of the program. The sample from Karimunjawa village takes about 45.15% from total sample. The sample from Kemujan village and Parang village is 33.01% and 21.84%, respectively. The average of additional income from the PUE program is only 8% of household income or 109,704 rupiah per month at 2008. This study shows that the empowerment program (PUE program) has a tendency to increase of real household income however the impact is limited. The highest impact is participants from Karimunjawa village and the lowest impact is participants from Parang village.
