Perilaku memilih masyarakat Kota Gorontalo pada pemilihan kepala daerah secara langsung tahun 2008

Penelitian menyangkut dengan perilaku pemilih masyarakat kota Gorontalo dalam pelaksanaan pemilihan kepala daerah secara langsung bertujuan untuk menelusuri bagaimana perilaku politik masyarakat kota Gorontalo serta bagaimana perilaku kandidat dalam mempengaruhi perilaku memilih masyarakat Kota Gorontalo dalam memberikan dukungan terhadap calon kepala daerah pada pemilihan kepala daerah secara langsung di kota Gorontalo periode 2008-2013. Penelitian ini menggunakan metode deskriptif, penelitian deskriptif pada dasarnya adalah melakukan reinterpretasi obyektif tentang fenomena sosial yang terdapat dalam permasalahan penelitian. Metode ini bertujuan untuk membuat deskripsi, gambaran secara sistematis, faktual dan akurat dengan dukungan data tentang perilaku pemilih masyarakat kota Gorontalo dalam pelaksanan pemlihan kepala daerah langsung di kota Gorontalo dengan menggunakan tehnik pengumpuluan data observasi dan wawancara Hasil penelitian dan analisis dilapangan menunjukan bahawa pada dasarnya masyarakat kota Gorontalo sangat terbuka, yang mana mereka meneriama siapa saja calon kepala daerah tanpa memandang etnis, suku, agama, status sosial dan sebaginya, yang terpenting adalah calon tersebut mempunyai kemampuan, moralitas, amanah, komitmen terhadap pembangunan daerah serta berpegang teguh pada falsafah hidup masyarakat yakni “Adat Bersendikan Syarah dan Syarah Bersendikan Kitabulllah”. Selain itu, ada beberapa pertimbangan bagi para pemilih dalam memilih calon kandidat walikota dan wakil walikota, pertimbangan tersebut antara lain : pertama, kondisi struktural, yakni sturktur masyarakat kota Gorontalo yang terbagai dalam dua kelompok yakni masyarakat yang memiliki akses yang besar terhadap sumber daya di kota Gorontalo (Wartabone, Habibi, Monoarfa, Botutihe dan Bobihu) dan masyarakat yang diluar marga tersebut. kedua, Identfifikasi partai, yakni adanya pengaruh hubungan emosional antara pemilih dengan salah satu partai politik (Golkar). Selain dari dua indikator diatas, secara khusus perilaku pemilih masyarakat kota Gorontalo pada saat pemilihan kepala daerah secara langsung sangat di pengaruhi oleh perilaku kandidat, perilaku kandidat yang dimaksud adalah : pertama, isu, yakni isu kota madrasah, kota pendidikan dan isu perbaikan ekonomi, kedua, kandidat, yang mana perilaku pemilih dipengaruhi oleh performance (penampilan), track record dan pengalaman yang dimiliki oleh calon kandidat, serta ketiga perilaku kandidat dalam orientasi ekonomi, yakni pemilih lebih berorientasi pada pemberian uang dan pemberiaan barang yang diberikan oleh kandidat baik sebelum pemilihan maupun dalam proses pemilihan sehingga menimbulkan kedekatan emosional antara pemilih dan kandidat.

The present research concerns with the voters’ behavior of Gorontalo Municipality in the direct major election and it aims to identify the political behavior of Gorontalo Municipality and what factors influencing the attitude of Gorontalo Municipality community in supporting the major candidates during the direct major election in Gorontalo for the 2008-2013 period. This research utilized descriptive method. Basically, the descriptive research is to perform objective reinterpretation on social phenomenon in the research problems. The purpose of such a method was to develop systematic, factual and accurate description using supporting data on the attitude of Gorontalo Municipality voters during the direct major election in Gorontalo through the use of observations and interviews. Results of research and field analysis showed that in principle the Gorontalo community was transparent; they welcome everyone to be the candidate of major disregarding ethnicity, tribal group, religion, social status etc. The important thing was that the candidate should have competences, morality, amanah, commitment to local development and strictly hold the social life principle, namely "Adat Bersendikan Syarah dan Syarah Bersendikan Kitabulllah/Customs is based on Syarah and Syarah is based on Kitabullah". In addition, some considerations were identified among voters during the major and vice-major election. Such considerations involved, firstly, the structural condition, i.e. the structure of Gorontalo Municipality community consisting of two groups, i.e. those with greater access to human resources in Gorontalo Municipality (Wartabone, Habibi, Monoarfa, Botutihe and Bobihu) and the communities beyond the margas (tribal groups); secondly, party identification, i.e. the effects of emotional relationship between voters and one of the political parties (Golkar). In addition to the two indicators aforementioned above, particularly, the behavior of Gorontalo voters during the direct major election was affected by, firstly, issues, i.e. the issues on the city of madrasah, the city of education and economical improvement; secondly, candidate, i.e. voter behavior was influenced by the performance, track record and experiences of the candidates, and thirdly, candidate’s behavior in economic orientation, i.e. voters were more oriented to financial and material given by the candidates both before and during the election process, so that it had built emotional adherence between candidates and their voters
