Penelitian ini mengambil judul: “Pengembangan Model Pembinaan Anak Jalanan Melalui Rumah Singgah Di Kota Yogyakarta”. Pemilihan judul dilatarbelakangi pemikiran sebagaimana dalam Undang-Undang Dasar 1945 dijelaskan bahwa anak-anak fakir miskin dan anak terlantar dipelihara oleh negara. Dalam kenyataan yang terlihat bahwa anak jalanan di kota-kota besar Indonesia termasuk Kota Yogyakarta, sampai saat ini belum terselesaikan/bahkan belum tersentuh oleh program-program pemerintah malah setiap tahunnya jumlahnya terus meningkat. Hal tersebut yang mendasari keinginan penulis untuk mengkaji lebih dalam mengenai model pembinaan anak jalanan melalui rumah singgah. Dari fenomena tersebut dapat dirumuskan permasalahan dalam penelitian ini ialah: “Bagaimanakah model pembinaan anak jalanan melalui rumah singgah di wilayah Kota Yogyakarta?”. Oleh karena itu penulis perlu tegaskan bahwa tujuan utama penelitian ini adalah untuk mendiskripsikan model pembinaan anak jalanan melalui rumah singgah. Disamping itu juga ingin mengetahui karakteristik anak jalanan. Untuk mendiskripsikan masalah tersebut telah diuraikan serangkaian teori-teori penelitian yang pada akhirnya merumuskan indikator untuk digunakan alat untuk mencari data/informasi empiris di lokasi penelitian guna melengkapi laporan penelitian. Berdasarkan analisis melalui model interaktif dengan nara sumber dan data primer yang diperoleh dari informasi penelitian, melalui teknik wawancara diketahui dan disimpulkan sebagai berikut: 1. Karakteristik anak jalanan dideskripsikan dari proses terjadinya anak jalanan, motif anak turun ke jalan, aktivitas keseharian anak dan interaksi sosia l anak jalanan. 2. Model pembinaan anak jalanan melalui rumah singgah terdiri dari beberapa hal yaitu: pendekatan antisipatif, pendekatan rehabilitatif, pendekatan tribina dan pendekatan komprehensif integratif. Keempat model pendekatan tersebut sangat efektif didalam upaya pembinaan anak jalanan.

The research is entitled: “The Coaching of Neglected Children through the Halfway House in Yogyakarta”. The title is based on the thinking as written in Undang-Undang Dasar 1945. On Undang-Undang Dasar 1945, it is written that the homeless children as well as the neglected children will are maintained by the government. In practice it seems that the problem of neglected children within the big cities, including Yogyakarta, has not been touched or even finished by the government up to now. The problems tend to rise in each year. The situation explained previously make the researcher wants to examine more about the model of coaching neglected children through the halfway house. From the phenomena above, the researcher could formulate the following problem formulation: “How is the model of coaching neglected children in Yogyakarta?” therefore, the researcher affirms that the main point of the research is to describe the model of coaching neglected children through the halfway house. Then, the researcher also would like to know the characteristics of the neglected children. In order to describe the problems, the researcher has explained some research theories which finally formulate the indicators to be used in as a means for finding the empirical data/information in the research location in order to accomplish the final report. Based on the analysis through the interactive model with the informant and the primary data obtained from research information and also through the interview, the researcher could draw several conclusions: 1. The characteristics of neglected children is described from the process of neglected children, the motive of the children to get down on the street, the daily activities of the neglected children, and the social interaction of the neglected children. 2. The model of coaching the neglected children through the halfway house consists of several aspects, namely: anticipative approach, rehabilitative approach, tribina approac, and comprehensive-integrative approach. The four model of approach are very effective in the effort of coaching the neglected children.
