Background: The system of free service in Timor Leste is different with that in Indonesia. The system of free service in Timor Leste has been implemented since it proclaimed its independence. Based on the tentative observation, this system affects doctors’ and nurses’ work performance. Therefore,a further study concerning factors that affect doctors’ and nurses’ work performance is needed. Method: In analyzing phenomena in this study, a simple randomized method was used. The primary data were obtained through questionnaire and were analyzed using simple regression. Result: The correlation coefficient (rXY) between motivation and doctors’ and nurses’ work performance was 0.593 with p<0.010. This meant that there was a significantly positive correlation between motivation and work performance. The correlation coefficient (rXY) between incentive and performance was 0,505 with p<0.010. This meant that there was a very significantly positive correlation between incentive and performance. The correlation coefficient (rXY) between supervision and performance was 0.627 with p<0.010. This meant that there was a very significantly positive correlation between supervision and performance. The correlation coefficient (rXY) between knowledge and performance was 0.572 with p<0.010. This meant that there was a very significantly positive correlation between knowledge and performance. Conclusion: There was a significant relationship between, motivation, incentive, supervision, and knowledge and doctor’s and nurses’ work performance at Baucau Referral Hospital Timor Leste. This proved that better motivation, incentive, supervision, and knowledge resulted in doctors’ and nurses’ better work performance and vice versa.
