Analisis kelayakan investasi alat foto rontgent panoramik di RSUD Palu Propinsi Sulawesi Tengah

Latar Belakang : RSUD Undata merupakan rumah sakit rujukan tertinggi di Sulawesi Tengah tentunya harus memiliki alat penunjang diagnostik yang lebih lengkap dibandingkan dengan rumah sakit yang lain, Keberadaan alat foto rontgen panoramik di RSUD Undata sangat diperlukan mengingat alat tersebut belum ada di RSUD Undata maupun di rumah sakit lain di Sulawesi Tengah. Tujuan Penelitian: Untuk menganalisis kelayakan investasi alat foto rontgen panoramik gigi dari aspek pasar dan aspek keuangan. Metode Penelitian: Penelitian ini merupakan jenis penelitian studi kasus deskriptif. Unit analisis adalah seluruh aktifitas yang menghasilkan layanan foto rontgen panoramik gigi di RSUD Undata yang dapat menimbulkan biaya baik langsung maupun tidak langsung. Subyek penelitian ini adalah keputusan kelayakan investasi. Variabel dalam penelitian ini terdiri dari aspek pasar yang meliputi: perkiraan permintaan dan usulan tarif dan aspek keuangan meliputi : Kebutuhan dana, proyeksi arus kas, dan net present value,, payback period, analisis sensitifitas. Hasil dan Pembahasan : Permintaan kasus gigi dan mulut setiap tahunnya diperkirakan mengalami kenaikan sebesar 8% setiap tahunnya. Hasil perhitungan unit cost diperoleh sebesar 65.341dan usulan tarif sebesar 108.910.Nilai NPV sebesar 176.508.771, atau nilai NPV lebih dari nilai nol dan nilai payback period 3,9 tahun . Analisis sensitifitas dengan metode skenario menurunkan tarif 10% dan utilisasi 10% hasil menunjukan nilai NPV masih positif. Kesimpulan: investasi alat foto rontgen layak dijalankan karena layak ditinjau dari aspek pasar maupun aspek keuangan.

Background: Undata Hospital as the main referral hospital in Sulawesi Tengah must have diagnostic support device more complete than any other hospital in the area. The availability of panoramic photo rontgen device at Undata Hospital is essential; however the device is currently unavailable at Undata Hospital or any other hospital nearby. Objective: To analyze feasibility of dental panoramic photo rontgen device investment from both market and financial aspect. Method: This was a descriptive case study. Analysis unit of the study were all activities producing dental panoramic photo rontgen service at Undata Hospital that needed cost either directly or indirectly. Subject of the study was the decision of investment feasibility. Variables consisted of market aspect comprising demand estimate and tariff proposition; and financial aspect comprising need of fund, cash flow projection, net present value, payback period and sensitivity analysis. Result: Demand from dental and oral cases was projected to increase 8% annually. The result of unit cost calculation was Rp 65.341 and tariff proposition was Rp 108.910; net present value was Rp 176.508.771or more than zero and payback period was 3,9 year or less than a year . Sensitivity analysis using scenario method reduced tariff as much as 10% and utilization as much as 10%. The result showed the value remained positive. Conclusion: Photo rontgen device investment was feasible from aspect of both market and finance
