The effectiveness of joint secretariat Kartamantul in coordinating urban infrastructure development in the cross boundary area of Yogyakarta City :: A case study of intergovermental cooperation among Yogyakarta Municipality Sleman Regency and Bantul Regency

2009 | Tesis | S2 MPKDUndang-Undang Otonomi Daerah (UU No. 22/1999 yang diamandemen dg UU No. 32/2004) yang diberlakukan sejak 1999 oleh Pemerintah Indonesia membawa suatu pendekatan baru bagi tata pemerintahan kota; setiap pemerintah daerah memiliki kewenangan lebih besar dari sebelumnya. Sementara itu pada masa sebelumnya, pemerintah propinsi memiliki kewenangan dalam mengkoordinasikan manajemen infrastruktur kota, khususnya di daerah perbatasan/aglomerasi. Penelitian ini dimaksudkan untuk mengetahui efektivitas Sekber Kartamantul dalam mengkoordinasikan pembangunan infrastruktur di daerah perbatasan kota Yogyakarta. Data primer penelitian ini berasal dari interview serta sumber lain berupa laporan dan dokumen lain yang berkaitan. Penelitian ini lebih difokuskan untuk mengetahui peran Sekber Kartamantul, pencapaian, dan factor-faktor yang mempengaruhinya. Kesimpulan penelitian ini adalah: (1) bahwa Sekber Kartamantul memiliki peran yang penting dalam mengkoordinasikan pembangunan infrastruktur di daerah perbatasan melalui pendekatan pembangunan yang terintegrasi; (2) Sekber Kartamantul efektif dalam memfasilitasi pengambilan kebijakan; (3)Mediasi oleh Sekber Kartamantul telah dapat mengurangi konflik antar daerah melalui suatu perjanjian kerjasama. Efektivitas Sekber Kartamantul dipengaruhi oleh: komitment para pemimpin daerah; keterlibatan stakeholder; kerangka dan tujuan bersama yang jelas; keterlibatan instansi kunci dalam proses pengambilan keputusan, sumberdaya yang cukup, perwakilan yang representative, budaya dan bahasa bersama, dan adanya manfaat yang dirasakan. Sementara itu factor yang dapat menghambat efektifitas Sekber Kartamantul adalah terbatasnya anggaran pemerintah daerah serta tidak adanya kewenangan sekber untuk memaksa anggotanya dalam pelaksanaan program.
Since 1999, the government of Indonesia has implemented decentralization law that brings a new approach in urban governance. Based on Law No. 22/1999 which has been amended by Law No. 32/2004 concerning regional governance; each local government has more authority than before. Meanwhile, Provincial government which acts as extension of central government does not have a clear hierarchical relationship to the local government. This means that there is no legal body or institution in charge of integrating the management of urban infrastructure. While, in the old decentralized period, the urban infrastructure management in the agglomeration area was coordinated by provincial government. The establishment of the Joint Secretariat Kartamantul which serves the three local governments of Yogyakarta Municipality, Sleman Regency, and Bantul Regency is aimed to assist those local governments in balancing and harmonizing urban infrastructure development. Therefore, this exploratory research is aimed to assess the effectiveness of the Joint Secretariat Kartamantul in coordinating infrastructure development in the cross boundary area of Yogyakarta City. Data was collected through in-depth interview as the primary data source, while secondary data was collected from reports and related documents. This research is focused to study the roles of the Joint Secretariat Kartamantul, its achievements, and factors influencing the effectiveness of the Joint Secretariat Kartamantul. The study concludes that the Joint Secretariat Kartamantul has an important role in the urban infrastructure development. It is a forum that assists the three local governments in infrastructure planning coordination, implementation, monitoring and evaluation, so that urban infrastructure development in the cross border area has been coordinated by implementing an integrated development approach. Regarding the effectiveness of the Joint Secretariat Kartamantul, it has effectively facilitated the decision making process involving all of stakeholders. Therefore, mediation conducted by the Joint Secretariat has successfully reduced cross border problems through a very friendly atmosphere of coordination meeting resulted in fair conflict resolution. And in the infrastructure management and implementation, the Joint Secretariat has constructed cooperation framework in each infrastructure sector by formulating cooperation agreements. This research also concludes that the effectiveness of the Joint Secretariat is affected by factors such as the leadership commitment, stakeholders buy-in, defined and agreed joint outcome, the involvement of key actor or agencies in the decision making process, an appropriate and documented governance frameworks, sufficient and appropriate resources, established baseline and effective indicator of progress, the right skill and competencies of representatives, shared culture and language, and perceived benefit. However, there are also factors that might hinder the effectiveness of the Joint Secretariat in coordinating infrastructure development. Those are, first, the lack of local government budget so that they have difficulties in operating and managing such in the water waste sector, secondly, there is no authority of the Joint Secretariat Kartamantul to enforce the respective local government in implementing their program.
