The proliferation influence to fishery sector of Bangka Belitung Province, Indonesia

A decentralized system promotes power sharing in the lower local government and gives more space for the lower local governments autonomous rights. As a newly established province in 2000, Bangka Belitung has stated that Fisheries Sector as one of economic prime movers in its strategic planning document. It is hoped that Bangka Belitung proliferation will significantly enhance the development of Fisheries Sector as one of the renewable resources-based development instead of Tin Sector. This paper raises two questions: first, will the proliferation significantly enhance the development of Bangka Belitung Fishery Sector as one of the economic prime movers determined by the provincial strategic planning policies? Second, what obstacles that would hinder the development of the Bangka Belitung Fishery Sector? This paper will apply the comparative and descriptive analysis to the following data sources: statistical data, government published sources, enacted policies with the seven year-term of 2001 to 2007 as the time frame and the results of interviews with officials of Bangka Belitung in provincial and district level. This paper will compare the condition of proliferated and non proliferated districts, before and after proliferation. Pangkalpinang Municipality will be used as the control treatment since it was not changed during the time frame. In general, based on the comparative and descriptive, this paper infers that the proliferation has not yet given a significant enhancement to the development of the marine and fisheries in Bangka Belitung Province within the short period of time. Related to this, we identify the obstacles to successful implementation of the goals and categorize them as internal and external obstacles. Internal obstacles refer to the low level of commitment of the provincial and district administrations in term of financial and human resources support. External obstacles refer to the problem of oil distribution and its subsidy reduction as the political stability and accountability obstacle at national level, and the unauthorized tin mining activity of that at the local level. As long as the policy makers (Governor, Regents and Mayor) in Bangka Belitung commit to support the development of Fisheries, this sector will truly become one of the economic prime movers of Bangka Belitung Province.
