Evaluasi penerimaan teknologi forum internet berbasis web Pemerintah Kabupaten Ngawi

Teknologi informasi (TI) di Indonesia pada dasawarsa terakhir ini telah beranjak memasuki dunia pemerintahan. Fenomena ini lebih jelas terlihat semenjak Instruksi Presiden No. 3/2004 tentang Kebijakan dan Strategi Nasional Pengembangan E-government mulai diundangkan. Tujuan dari strategi yang terkandung dalam Instruksi Presiden tersebut adalah pembentukan pemerintahan yang demokratis dan transparan melalui TI. Internet sebagai salah satu platform Egovernment banyak dimanfaatkan oleh pemerintah pusat maupun daerah untuk membentuk portal informasi dan pelayanan publik secara online sebagai implementasi strategi nasional tersebut. Pemerintah Kabupaten Ngawi sebagai lembaga pemerintahan daerah juga telah mulai mengembangkan portal informasi dengan situs web dan menyediakan forum komunikasi berbasis web yang juga lebih dikenal dengan web discussion board/forum. Forum berbasis web tersebut disediakan untuk mewujudkan ruang dialog dua arah antara pemerintah dengan masyarakat sebagai saluran bagi warga masyarakat untuk berpartisipasi dalam diskusi untuk mendapatkan dan memberikan informasi yang berkaitan dengan layanan publik Pemerintah Kabupaten Ngawi. Berkenaan dengan penerapan teknologi yang masih baru di lingkungan pemerintahan Kabupaten Ngawi, maka penelitian ini dilakukan untuk mengevaluasi sejauh mana penerimaan masyarakat dalam memanfaatkan forum berbasis web yang telah disediakan. Penelitian ini menggunakan Technology Acceptance Model (TAM), sebuah model yang sesuai untuk mengevaluasi penerimaan teknologi informasi yang dikembangkan oleh Davis dengan menambahkan variabel computer self-efficacy (CSE) yang disarankan oleh Fenech. Survey secara elektronis berbasis web telah dilakukan dan diperoleh 137 respon dari warga masyarakat Ngawi untuk mengetahui persepsi mereka terhadap teknologi forum tersebut. Pendekatan PLS untuk SEM telah digunakan untuk melakukan analisis data secara statistik. Dari penelitian yang telah dilakukan, diperoleh hasil bahwa persepsi masyarakat terhadap kegunaan forum dan kemudahan penggunaanya mempengaruhi niat untuk mengadopsi teknologi forum, dimana persepsi terhadap kemudahan penggunaannya merupakan faktor terbesar yang mempengaruhinya. Di sisi lain, CSE ternyata tidak menunjukkan hasil yang signifikan dalam mempengaruhi niat masyarakat untuk mengadopsi teknologi tersebut.

In the period of last decade, information technology (IT) has become pervasive in the field of government in Indonesia. This phenomenon became more obvious after the government had issued Presidential Instruction No. 3/2004 about National Policy and Strategy of E-government Development. The goal of the national strategy stated in the Presidential Instruction is to establish democratic and transparent government by the means of IT. The Internet as a platform of E-government is subsequently equipped by most government departments from central to local government in order to develop web portals and online public service to implement the national strategy. Ngawi District Government as a local government institution is also developing information portal on its official website and provides a web based communication forum which is also known as web discussion board/forum. The web based discussion forum is provided to serve as a two-way dialogue channel between government and citizens by which the citizens may participate into discussion in sharing and obtaining information about public services provided by the local government. Concerning about the fact that this technology is relatively new to Ngawi District Government, this research was conducted to evaluate local citizens acceptance of the web based forum technology. A suitable research model originated by Davis, Technology Acceptance Model (TAM), was employed and a computer selfefficacy (CSE) variable proposed by Fenech was added to the TAM model in this research. An online web based survey was conducted and 137 responses were obtained which is then used to assess local citizens’ perception of the web based forum. A PLS approach to SEM was utilized to analyze the data obtained. The result of this research is that perceived usefulness and perceived ease of use are proven to be significant factors in determining citizens’ behavioral intention to use the technology, which the latter indicated as the highest significance. On the other hand, CSE didn’t reveal to be a significant factor in determining citizens’ behavioral intention to use the technology.
