Peran fasilitator dalam pelaksanaan Program Nasional Pemberdayaan Masyarakat (PNPM) Mandiri perkotaan di Kecamatan Plerert Kabupaten Bantul

Pelaksanaan program PNPM Mandiri Perkotaan di wilayah kecamatan Pleret dengan metode pendampingan kepada masyarakat oleh fasilitator dapat dikatakan cukup berhasil. Hal ini menarik untuk diteliti mengingat karakteristik masyarakat di wilayah tersebut yang berbeda-beda. Terkait dengan masalah ini maka peneliti berusaha untuk melihat sejauh mana peran mereka pada upaya pemberdayaan masyarakat melalui pelaksanaan program PNPM Mandiri Perkotaan. Untuk dapat mamahami masalah tersebut maka dilakukan upaya pengumpulan data dengan metode pengumpulan data kualitatif, yaitu dengan melakukan wawancara dengan pengurus BKM/LKM, Koordinator Kota Kabupaten Bantul, Asisten Korkot Kabupaten Bantul dan fasilitator itu sendiri, melakukakan pengamatan secara langsung kegiatan yang dilaksanakan oleh BKM dan peran fasilitaror dalam kegiatan tersebut, serta melakukan penulusuran dokumen yang dimiliki oleh koordinator kota maupun lembaga BKM. Hasil penelitian menunjukkan bahwa tim fasilitator secara keseluruhan mampu menjalankan peran pendampingan ini secara optimal, meski ada juga beberapa yang kurang berhasil seperti kurang aktifnya relawan yang mengelola LKM Segoroyoso, daya sosial yang belum dikembangkan dengan baik, dll. Terkait dengan masalah tersebut beberapa hal yang dapat dilakukan oleh pemerintah adalah misalnya penempatan fasilitator dengan kemampuan tertentu disesuaikan dengan karakteristik masyarakat yang akan difasilitasinya, perlu dipikirkan mengenai peran relawan dalam jangka panjang dan kompensasi yang dapat diterimanya, sehingga mereka tidak mengalami kejenuhan dan seterusnya

The implementation of the National Program of Urban Self Empowerment (PNPM MP) in the Pleret Subdistrict using assistance method for the communities by the facilitator was fairly successful. This was interesting to be examined because of the various characteristic of the communities. Related to this case, the researcher tried to see how far their role to the efforts of the communities’ empowerment through the implementation of the National Program of Urban Self Empowerment (PNPM MP). To understand this problem, it was necessary to collect the data using qualitative data collection method, by interviewing the administrators of the Community Selfreliance Agency (LKM). The City Coordinator of the Bantul Regency, his assistance, and the facilitators monitored the activities done by the Community Self-reliance Agency (LKM) themselves; monitored the role of the facilitators in the activities; and investigated the documents owned by the City Coordinator and the Community Self-reliance Agency (LKM). The results showed that the team of the facilitators as a whole was capable to run the assistance activities optimally. But some were unsuccessful, such as the volunteers of the Community Self-reliance Agency (LKM) of Segoroyoso were less active in doing the assistance and the social power has not developed properly, etc. Related to these problems, the government should place the facilitators with specific capabilities suitable with the characteristic of the communities, mind the role of the volunteers in the long term and the reward that they may receive, so they will not feel tired in doing their activities.
