Partisipasi masyarakat dalam pengelolaan alokasi dana desa :: Penelitian di Desa Wiladeg Kecamatan Karangmojo

Kebijakan Alokasi Dana Desa (ADD) memberikan kewenangan kepada desa untuk mengelola secara otonom. Pengelolaan ADD dilaksanakan secara partisipatif yaitu dengan melibatkan masyarakat secara aktif didalam perencanaan, pelaksanaan, dan evaluasi. Partisipasi masyarakat dalam pengelolaan ADD dilakukan melalui suatu mekanisme dalam forum dan lembaga . Singkatnya, partisipasi masyarakat menjadi titik strategis dalam pengelolaan ADD dan menarik untuk diteliti lebih jauh. Berdasar hal tersebut rumusan masalah penelitian ini adalah : Bagaimanakah mekanisme partisipasi masyarakat dalam pengelolaan ADD di desa Wiladeg dan bagaimanakah derajat partisipasi masyarakat dalam pengelolaan ADD di desa Wiladeg. Dalam penelitian ini penulis menggunakan metode kualitatif yang dimaksudkan untuk memberi makna atas fenomena serta menekankan pemahaman “hakekat” atas realitas yang terbentuk secara sosial. Penulis melakukan penggabungan teknik observasi, wawancara dan dokumentasi. Observasi dilakukan di kantor desa Wiladeg dan dilingkungan masyarakat. Teknik dokumentasi dilakukan untuk menggali data-data sekunder yang berkaitan dengan penelitian. Data yang diperoleh dari kedua teknik itu kemudian diperdalam melalui wawancara dengan informan. Hasil penelitian menunjukkan bahwa mekanisme yang terjadi dalam forum dan lembaga sudah dilaksanakan secara partisipatif. Berkembangnya mekanisme informal dengan adanya pelembagaan kultural ’bersih deso’ dan pemanfaatan Radio Komunitas Wiladeg yang berfungsi sebagai check and balance bagi pemerintah desa. Dinamika partisipasi masyarakat didalam lembaga kemasyarakatan desa menunjukkan bahwa terjadi stagnasi kegiatan dalam lembaga Karang Taruna, dan masih ada pengaruh elite desa dalam lembaga PKK. Dari hasil penelitian, penulis merekomendasikan untuk mengaktifkan kembali lembaga Karang Taruna dengan melakukan pertemuan secara periodik, dan regenerasi pengurus lembaga PKK, lembaga kemasyarakatan desa melakukan kerjasama dengan NGO untuk sharing charity, mengembangkan konsep subsidiarity.

The policy of the Allocation of Dana Desa (ADD) gave the authority to the village to manage autonomously. The ADD management carry out in a partisipatif manner that is by involving the community actively in planning, the implementation, and the evaluation. The community's participation was in the ADD management carried out through a mechanism in the forum and the agency. Briefly, the community's participation became the strategic point in the ADD management and interesting to be researched more far. Had a basis this matter the formulation of the problem of this research was: How the mechanism of the community's participation in the ADD management in the Wiladeg village and how the level of the community's participation in the ADD management in the Wiladeg village. In this research the writer used the qualitative method that was meant to give the meaning on the phenomenon as well as stressed the understanding a meant on reality that was formed socially. The writer carried out the merging of observation, the interview and the documentation of the technique. Observation was carried out in the Wiladeg village office and the community’s environment. Technically the documentation was done to dig up the secondary data that was linked with the research. The data that was received from the two techniques afterwards was deepened through the interview with the informant. Results of the research showed that the mechanism that happened in the forum and the agency carry out in a partisipatif manner. The informal mechanism expansion with the existence of the cultural institutionalisation ’bersih deso’ and the utilisation of Komunitas Wiladeg Radio that functioned as check and balance for the government of the village. The dynamics of the community's participation in the social agency the village showed that activity stagnation in the Taruna Coral agency, happening and still had the influence of the village of the elite in the agency of PKK. Dari results of the research, the writer recommended to activate again Karang Taruna agency by carrying out the meeting periodically, and regeneration of the management of the PKK agency, the social agency the village carried out the co-operation with NGO to sharing charity, developed the concept subsidiarity.
