Partisipasi elitis dalam program sanitasi berbasis masyarakat (sanimas) di Padukuhan Jethak II Desa Sidokarto Kecamatan Godean Kabupaten Sleman Propinsi DIY

Partisipasi masyarakat sangat penting untuk keberhasilan program pembangunan. Dalam rangka mewujudkan pembangunan sanitasi yang partisipatif pemerintah telah meluncurkan program Sanitasi Berbasis Masyarakat (SANIMAS). Program SANIMAS di diperuntukkan bagi warga miskin yang belum mempunyai sarana untuk mandi cuci kakus (MCK). Salah satu program SANIMAS telah dilaksanakan di Padukuhan Jethak II pada tahun tahun 2007. Dalam program pembangunan yang diperuntukkan bagi warga miskin, terdapat permasalahan dalam partisipasi. Permasalahan yang terjadi adalah partisipasi efektif kaum miskin pedesaan dalam proses pembangunan hanya dijabarkan dalam dokumen-dokumen perencanaan dan bukannya tercapai dalam dunia nyata pelaksanaan rencana tersebut serta terjadinya dominansi elit dalam pelaksanaan program tersebut. Penelitian ini bertujuan untuk mengetahui penyebab terjadinya partisipasi yang bersifat elitis dan mengetahui mekanisme partisipasi elitis dalam program SANIMAS di Padukuhan Jethak II Desa Sidokarto Kecamatan Godean Kabupaten Sleman Propinsi DIY. Penelitian ini menggunakan metode penelitian kualitatif deskriftif, dengan pengumpulan data melalui observasi lapangan, wawancara, dan studi pustaka. Hasil penelitian menunjukkan bahwa terjadinya partisipasi yang bersifat elitis dalam program SANIMAS, disebabkan adanya keraguan aparat pemerintah dan juga elit lokal terhadap kemampuan kaum miskin dalam menjalankan program SANIMAS. Pengaruh budaya paternalistis dan budaya menghindari konflik yang tertanam dalam masyarakat Padukuhan Jethak II juga merupakan kondisi yang mendukung terjadinya partisipasi yang bersifat elitis dalam program SANIMAS. Partisipasi elitis dalam program SANIMAS pada tahap perencanaan dilaksanakan melalui LPMD. Para elit ini duduk dalam kepengurusan LPMD. Mereka terdiri dari pimpinan formal (Dukuh dan Ketua RT) serta pimpinan non formal (tokoh masyarakat dan ketua kelompok ronda). Melalui forum LPMD, para elit menentukan perencanan program SANIMAS yang meliputi pengambilan keputusan untuk ikut serta dalam program SANIMAS, penentuan warga yang terlibat, penentuan besarnya kontribusi, penentuan teknologi, dan penentuan lokasi bangunan SANIMAS. Partisipasi masyarakat yang terjadi hanyalah mobilisasi masyarakat Padukuhan Jethak II dalam program SANIMAS. Pada tahap pembangunan dan pemanfaatan sarana SANIMAS, partisipasi elitis dilaksanakan oleh orang-orang yang telah duduk dalam kepengurusan LPMD, RT, dan pengurus PKK dengan cara mendominasi dalam kepengurusan panitia pembangunan dan badan pengelola SANIMAS.

People play an important role to make the national development succeed. In order to build up participative sanitation, the government has declared Social Based Sanitation (SBS) program. SBS program is assigned for the poor people having no Bathing and Toilet Facilities (BTF) yet. One of the SBS programs has been held in Jethak II Hamlet over the the period of 2007. There is a problem of participation to run this program. Practically, people did not participate in this program. The people’s participation was just described on the planning documents not to realize it in practice. Meanwhile, the running of this program was dominated by the elite institution. This research aims to know the cause of the elite’s participation and to know the mechanism of the elite’s participation during the SBS program in Jethak II Hamlet, Godean, Sleman Regency, DIY Province. This research employs qualitative-descriptive method by using several techniques of data collection such as field observation, interview, and literature study. The findings show the elitist participation in this program for the government institution and local elite institution underestimate to the ability of poor people to run the SBS program. This is a consequence of both paternalistic and conflict-avoidance cultures belong to the society in Jethak II Hamlet to lead the elitist participatin in the SBS program. The elitist participation for the planning step was proved by the Village Social Group (VSG) which consists of the elite institution like formal chiefs (of the neighborhood and of the hamlet) and also other socialites who get high respect. By this forum of VSG, the elite institution will plan the program, choose the people who take part, budget the cost of program, consider the technology, and decide the location to build the SBS. Poor people participate only in the form of mobilization in SBS program. While, the elite participation in building and using of SBS facilitation is by involving in the committee and institution which run the SBS program.
