Partisipasi masyarakat dalam pemanfaatan alokasi dana desa melalui penguatan kelembagaan di Kabupaten Mappi

Penelitian ini adalah tentang partisipasi masyarakat dalam pemanfaatan alokasi dana desa (ADD) melalui penguatan kelembagaan di Kabupaten Mappi. Penelitian ini mempunyai tujuan untuk menganalisis tingkat partisipasi Masyarakat dan pelaksanaan program pemberdayaan Masyarakat di Kabupaten Mappi, dengan menggunakan metode tipologi tangga partisipasi (ladder of citizen participation). Penelitian ini menggunakan alat analisis Statistik Deskriptif dan Tipologi Ladder of Citizen Participation (Arnstein, 1969:218; Brody, 2003: 245-264). Adapun hasil dari penelitian bahwa (1) terdapat keterkaitan antara variabel-variabel institusional yaitu variabel insentif, kepastian hukum, sistem pendidikan dan pelatihan sumber daya manusia, redistribusi pendapatan dan ikatan sosial dengan penguatan kelembagaan program ADD Kabupaten Mappi. Peningkatan kualitas yang terjadi pada variabel insentif, kepastian hukum, sistem pendidikan dan pelatihan sumber daya manusia, redistribusi pendapatan dan ikatan sosial akan diikuti oleh peningkatan dalam penguatan kelembagaan institusi sedangkan peningkatan biaya transaksi yang terjadi cederung dipersepsikan sebagai penurunan penguatan kelembagaan dari program ADD Kabupaten Mappi. (2) Tingkat partisipasi masyarakat dan pelaksanaan program Alokasi Dana Desa di Kabupaten Mappi berdasarkan tipologi tangga partisipasi masyarakat (ladder of citizen participation) termasuk dalam tingkat partisipasi kemitraan. Kondisi tersebut nampak dari hasil beberapa indikator yaitu untuk skor Demokrasi dan Toleransi dengan nilai partisipasi sebesar 67,55, Kontrol Masyarakat dengan nilai partisipasi sebesar 64,58, Komitmen Pemerintah dengan nilai partisipasi sebesar 70,00, Informasi dan Komunikasi dengan nilai partisipasinya sebesar 70,63, demikian juga untuk partisipasi secara keseluruhan diperoleh nilai partisipasi sebesar 68,2 yang semuanya termasuk dalam tingkat partisipasi kemitraan.

This research is about citizen participation in the Village Funds Allocation (ADD) through institutional strengthening in the Mappi District. This research has the goal to analyze the level of citizen participation and implementation of citizen empowerment program in the Mappi District, using the typology of participation (Ladder of citizen participation) method. Analytical tools applied in this research are descriptive statistics and ladder of citizen participation tipology (1969:218; Brody, 2003: 245-264). The results from research that there is a strong correlation between the positive and the variables especially for the institutional variable incentives, the certainty of law, the education system and training of human resources, income redistribution and social ties with the institutional strengthening program ADD Mappi District. Quality improvement that occurred in the variable incentives, the certainty of law, the education system and training of human resources, income redistribution and social ties will be followed by an increase in strengthening institutions and increasing the transaction cost going to perseptions as a decrease in institutional capacity building program from ADD Mappi District. (2) Level of citizen participation and implementation of the program allocation of funds in the Village Mappi District based on the typology of Ladder of citizen participation, including level of participation in the partnership. This condition appears to result from some of the indicator scores for Democracy and Tolerance with the participation rate of 67.55, Control Society with the participation rate of 64.58, the Government's commitment to the value of participation 70.00, Information and Communication with the participation of 70.63, so as to obtain the overall participation rate of participation is 68.2, including all levels of participation in the partnership.
