Successful implementation of regional infrastructure development policy in West Southeast Maluku, especially infrastructure construction of office buildings experienced up and down conditions. That is caused by the role of traditional institutions of Soa in Sifnana village that has a strong role and influence on local government performance. Custom norms and rules are used to set up, manage and complete the various activities in social and state life. The concept of role is articulated as a form of participation at every stage of development associated with land ownership rights of Soa. The role of traditional institutions of Soa in policy formulation process, actually is at the lowest level and not as the executor of policy, but the policy sustainability is very influenced by the existence of Soa traditional institutions. Actualization of participation in the policy formulation process of regional infrastructure development refers to the traditional values and norms / culture that is adhered to and trusted because of its certainty, truth and stability. Ngrimase, Udan Sifnane and Matoran Sifnane's values and norms are deeply held until now. Values and norms that serve as social capital of Soa traditional institutions of Sifnana village in organize and solve problems that are related to regional infrastructure development policies. Social capital often causes support or resistance against the policy of regional infrastructure development before and after the year 1999. Economic factors (price of land and crop compensation) is the trigger that emerge an attitude to support and/or reject. The rejection of Soa traditional institutions by put up a prohibition sign of sasi / sweri aims to restore public confidence in local government, warning that there is something that must be resolved through dialogue / meeting between Soa traditional institutions and local government of Maluku Tenggara Barat.
