Evaluation of maternal health care of pembentukan kelurahan siaga at Tasikmalaya Municipality

Development is aimed to increase people’s prosperity, including life expectancy, income per capita and education. There are some methods to measure development. One of those is the Human Development Index. PPK IPM is a program to increase the Human Development Index of the West Java Province. The districts and municipals around the West Java were invited to propose their projects in terms of improving the HDI. The Provincial government selected the proposals and they financed the selected projects. The municipal of Tasikmalaya received finance support to carry out projects to improve the following sectors: income per capita, education and health. After the project was carried out, all sectors improved. The local municipal annual budget, to finance the health sector, decreased while other sectors increased. On the other hand, the life expectancy increased. It is interesting to figure out which factors influenced this improvement. The HDI is a long term and holistic program. It needs a long time and comprehensive methods to be measured. Further, this research objective is to assess how effective the PPK IPM activities to improve maternal health are. The technique of this research is a case comparative study, which compared two entities: one of project site and one of control site. I collected data and arranged interviews with the project task force, beneficiaries and the intermediaries. I studied to answer my research question which was “Did the activities that were part of PPK IPM lead to significant reduction of the maternal and infant mortality index?” based on my research question, I formulated two sub-questions: what differences exist in the treatment that pregnant women and infant receive in the different project sites and control areas sampled and what differences exist in the treatment that pregnant women and children receive at the project site before and after the project implementation period. I made hypothesis as “the Pembentukan Kelurahan Siaga sub-activity which increased the accessibility of women to pregnancy and baby health care led to the reduction of maternal and infant mortality rate in the project village.” I found out that the projects helped to decrease maternal and infant mortality index in the project site in 2007. It helped to increase the life expectancy, but not that significant. My recommendations are to continue the programs to follow the earlier activities, to perform data based on the entity of project activities; to consider the project sustainability and to standardise data of maternal health care.
