Penelitian ini bertujuan untuk mengetahui dinamika konflik antara polisi dengan mahasiswa serta dinamika konflik antara pedagang kaki lima dengan Pemerintah Kota Kendari yang berakibat pada kekerasan dan jatuhnya korban dan kerugian di berbagai pihak. Dengan menggabungkan alat analisis konflik dan Peraturan Kapolri tentang Pedoman Pengendalian Massa maka temuan penelitian akan dianalisa. Latar belakang penelitian ini adalah karena kepolisian dalam menangani unjuk rasa sering berakhir dengan kerusuhan dan kekerasan baik dialami oleh polisi, massa pengunjuk rasa, maupun sasaran demonstrasi. Kalaupun tindakan tegas harus dilaksanakan seharusnya tidak membuat polisi terseret dalam lingkaran konflik yang dibawa oleh massa pengunjuk rasa. Pendekatan penelitian ini mengunakan pendekatan kualitatif dengan pengambilan data berupa wawancara, pemeriksaan dokumen dan pengamatan. Dalam penelitian ini menggambarkan dinamika konflik yang terjadi antara PKL/LSM/Mahasiswa melawan Pemerintah Kota Kendari yang akhirnya menyeret polisi dalam lingkaran konflik. Polisi dalam menangani unjuk rasa sudah mempunyai petunjuk atau prosedur tetap berupa Peraturan Kapolri nomor 16 tahun 2006, yang apabila dilaksanakan dengan baik tentu polisi tidak akan terseret dalam lingkaran konflik tersebut. Namun Peraturan Kapolri nomor 16 tahun 2006 itu saja tidak cukup untuk menangani suatu konflik, harus ada peraturan sejenis yang mengatur tentang penanganan suatu konflik. Kehadiran polisi dalam setiap situasi ternyata masih diperlukan, apalagi dalam situasi krisis yang tidak saja memerlukan kehadiran polisi, tetapi juga memerlukan tindakan polisi yang menjunjung asas legalitas, nesesitas dan proporsionalitas. Paska bentrokan polisi dengan mahasiswa justru kehadiran polisi berseragam dilapangan tidak ada, hal ini menjadikan pihak-pihak yang berkonflik berkembang. Dalam penelitian ini, tahap konfrontasi ke tahap krisis yang dialami oleh polisi dan mahasiswa berjalan dalam hitungan waktu yang sangat singkat.

The aim of this research is knowing dynamics conflicts between police and student of university and also between side walk seller and the Kendari’s government that have result in violence, victim and suffer of many side. It use united of conflict analysys means and Police Regulation (The Head of Police Departement Rule) about people control guidence, so the result of research will be analyze. The background of this research is caused that police institution finish the demonstration with disturbance and violance, either police, demonstrant and also demonstration target. If the firm attitude should do by them, it must not make involve of police in that conflict of demonstrant. The approach used in this research is a qualitative with data gathering through interview, document checking and observation. This research illustrated the conflict dynamic happened between side walk seller / NGO / student of university opposed the Kendari’s Government which finally drag the police to the conflict circle. Police in handling a demonstration has already have a permanent guideline or procedure, that is the head of Police Departement Rule no 16 year 2006, which if it’s done well, of course the police Departement Rule is not enough to handle a conflict, it should be a kind of rule which regulated the handling of a conflict. The police existence in every situaion actually needed, moreover in crisis situation which needs not only police existence, but also police acts use legality, necessity and proportionality. After conflict between police and student of university, there’s no uniformed police esistence to the field which makes the clashed sides were developed. In this research, the confrontation step to the crisis step experinced by the police and university student run in a very short time.
