Efisiensi dan efektifitas pengurangan jarak tempuh bus angkutan pegawai di Kabupaten Sorong

Tujuan pemekaran sebenarnya adalah untuk mendekatkan pembangunan dan pelayanan kepada masyarakat. Namun untuk mencapai tujuan yang hendak diinginkan diperlukan kebijakan lokal sebagai sarana mewujudkan program yang bersasaran pada pelayanan publik tersebut. Tujuan lain adalah bahwa melalui pemekaran diharapkan adanya pemerataan hasil-hasil pembangunan Nasional ke seluruh pelosok Tanah air. Secara khusus kebijakan Bis oleh Pemerintah Daerah Kabupaten Sorong sebelumnya bertujuan untuk menunjang pelayanan publik di Kabupaten Sorong secara khusus dan secara umum untuk menunjang pelaksanaan otonomi daerah. Dalam penelitian ini digunakan pendekatan kualitatif dengan metode deskriptif dilakukan analisis data sekunder dan primer yang diperoleh dari 50 responden yang dipilih secara purposif. Penelitian mengambil tema diskusi tentang “Efisiensi dan efektifitas pengurangan jarak tempuh bus angkutan pegawai di Kabupaten Sorong. Substansi masalahnya adalah bahwa Kebijakan Transportasi/angkutan bagi pegawai sebelumnya berguna menunjang Efektifitas Pelayanan kemudian ditiadakan. Peniadaan itu menimbulkan implikasi/dampak pada efektifitas pelayanan Publik. Atau menimbulkan kontroversi antara pegawai dengan kebijakan yang diturunkan secara sepihak dari Bupati. Adapun alasan Penarikan dikarenakan Pengadaan Bus bagi Pegawai merupakan kebijakan Bupati sebelumnya yang tidak memiliki nilai efisiensi dan bahkan nilai efektifitas. Untuk itu diperlukan parameter guna mengukur seberapa jauh dampaknya terhadap efektifitas pelayanan Pada Publik di Kabupaten Sorong. Temuan penting dari penelitian ini adalah bahwa efisiensi pengurangan jarak operasional Bis Pegawai naik sebesar 50% sedangkan efektifitas pelayanan menurun hingga mencapai 60% dari sebelumnya. Hal mendasar yang perlu direkomendasikan adalah Pemenuhan kebutuhan Penyedia layanan dan fasilitas penunjang pelayanan Publik di Kabupaten Sorong. Dan perluhnya penyediaan fasilitas umum bagi pelayanan publik yang cepat, tepat murah dan nyaman.

The objective of the withdrawal of new district is actually to make development and the publis service closer to people. A local policy on the implementation of the program that aims at improving the public service is therefore required. Additionally, it is expected that the establishemnt of the new district will result in mroe equal distribution of national development results across the nation. The prior policy on the civil servant transport bus in Sorong district aimed especially at supporting the publis service in the district and the implementation of local autonomy in general. The study is kualitative with descriptive method in data secunder and primer analysis with 50 respondent are selected using purposive sampling. The study uses a comparison between qualitative and quantitative approaces. It discusses “the efficiency and effectiveness of decrease in radius of the civil servant transport bus in Sorong district. The substance of the problem is that the prior policy on the civil servant transport bus was useful to support the effectiveness of the public service and it is then abolished. It implicates and has a significant impact on the effectiveness of the public service. Also, it results in a controversy among the civil servants about the unilateral withdrawal of the civil servant transport by the ruling regent because it is considered as ineffective and inefficient. Therefore, a parameter is required to appraise the extent to which the abolisment of the civil servant transport bus has a significant impact on the effectiveness of the public service in Sorong district. The importan finding of the study is that there efficiency of decrease in radius lower 50%, while the effectiveness of the public service decreases to the category less good or 60% to before. One thing essential to recommen is that it is necessary to fulfill the need of the civil servants for the facility to support the public service in Sorong district. It is also necessary to provide them with public facility for quick, accurate, cheap and comfortable public service.
