Efektivitas proses implementasi program community development mengentaskan kemiskinan (CD-MK) di Kecamatan Jetis Kabupaten Bantul

Berbagai kebijakan yang sudah dikeluarkan oleh pemerintah dalam kaitannya dengan pengentasan kemiskinan sudah beraneka macam, namun sifatnya masih top down. Pemerintah Kabupaten Bantul membuat kebijakan berupa kegiatan ekonomi produktif berbasis komunitas (community based) pedukuhan yakni Program Community Development Mengentaskan Kemiskinan (CD-MK), dengan support dana murni dianggarkan dari APBD Kabupaten Bantul. Penelitian ini mengambil lokasi di Kecamatan Jetis oleh karena jumlah kepala keluarga miskin di seluruh desa hampir merata dan relatif tinggi. Dalam pelaksanaan program CD-MK di Kecamatan Jetis masih ditemukan adanya ketidaksesuaian dengan aturan yang sudah ditetapkan, misalnya pembentukan kelompok dan penyusunan program tidak melalui rembug pedukuhan tapi asal jadi. Penelitian ini merupakan penelitian deskriptif kualitatif tentang Efektivitas Proses Implementasi Program Community Development Mengentaskan Kemiskinan (CD-MK) serta faktor-faktor yang mempengaruhinya. Teknik pengambilan data dilakukan dengan cara observasi, wawancara, dan studi dokumen. Teknik penarikan sampel menggunakan teknik snowball sampling. Kemudian data yang berhasil dikumpulkan dianalisis dengan menggunakan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa dari berbagai indikator yang digunakan untuk melihat Efektivitas Proses Implementasi Program Community Development Mengentaskan Kemiskinan (CD-MK), maka implementasi kebijakan tersebut ternyata belum efektif dan keberhasilannya baru sebatas adanya penyerapan dana oleh kelompok, serta pembentukan kelompok dan program yang seharusnya lewat forum rembug pedukuhan ternyata kelompok dan program dibuat asal jadi. Dari beberapa indicator yang dipakai juga bisa teridentifikasi adanya beberapa faktor yang mempengaruhi tidak efektifnya proses implementasi program CD-MK di Kecamatan Jetis Bantul diantaranya faktor ketidaklancaran komunikasi yang dilakukankan sehingga mengakibatkan aparat pelaksana dan masyarakat penerima banyak yang belum paham tentang maksud dan tujuan program, faktor ketersediaan sumber daya, dilihat dari kuantitas dan kualitas sumber daya masih kurang bahkan ada dana yang diselewengkan dan TKSO yang diterima sebagai pegawai negeri sipil, serta faktor tingkat kesiapan kelompok pedukuhan dalam pelaksanaan program CD-MK yang masih kurang sehingga usaha kelompok tidak bisa berkembang. Saran yang bisa peneliti ajukan guna perbaikan implementasi program CDMK ini diantaranya adalah TKSO sebagai tenaga pendamping harus lebih ditingkatkan kualitasnya serta ada upaya seleksi dalam rekruitmen yang kompitetif , serta program ini perlu dievaluasi lebih lanjut agar tidak hanya sekedar memberi bantuan uang terhadap masyarakat miskin, serta pelu adanya pelatihan, pembekalan dan pendampingan secara intensif guna meningkatkan kesiapan masyarakat penerima program.

The government of Indonesia has issued various policies to deal with poverty. However, it is mostly approached with a top-down method. Bantul regency also issues a policy to deal which such a problem based on communitybased productive economic activities through Community Development for Poverty Eradication (CDPE), which is solely financially supported by its Local Budget. This research aims at finding out the effectiveness of the implementation of CDPE and factors that affect its implementation. . This research is a qualitative descriptive one. It was conducted at Jetis Sub-district because the number of poor households in the villages within its region almost spread evenly and was relatively high. Its samples were taken by using a snow ball sampling technique. Its data were gathered through observation, in-depth interview, and content analysis. The data were then analyzed by using a qualitative approach. The results of the analysis show that the implementation of CDPE has not been effective; its success is just limited to the fund absorption by the target group of the program. Besides, many of the programs made by the group were not wellprepared, and there was not new innovations in the programs based on the prevailing potentials so that there were not any assurance for their business persistence. Finally, the Rural Community-Owned Enterprise as an organization to provide for the community’s business development has not been manifested up to now. Those all are not separated from such influential factors to the implementation of the programs as 1) the ineffective information flow/communication of the program: many of the personnel who implement the program and the members of the target group who receive the program have not understood the aims and objectives of the program; 2) the low quality of human resources and improver/deflected fund use of the program; and 3) the low commitment of the various related parties to the implementation of the program. Based on the results of the analysis, some recommendations are proposed to improve the implementation of CDPE as follows: 1) the quality of Autonomous Voluntary Workforce as Technical Assistant should be improved; 2) the recruitment of the personnel should be selective and competitive; and 3) the CDPE program should be evaluated further so that its does not merely provide financial aids to the poor community.
