Iranian nuclear crisis issue has become the main headline in the international political and security discourse for the last three years and in the meantime the United Nations Security Council had established four resolutions toward Iran in order to eliminate its potential nuclear forces in the future. Those establish resolutions have inevitably created distinct phenomena inside the UNSC which is covered up by any constructed ideas among the fifteen member countries which is conducted by the P-5. This research will explore the ideas configuration between those countries (the five permanent countries hold veto power) which would determine the process of a collective identity formation within the UNSC and strongly showing that in nuclear case, the UNSC has evolve as an international institution which has a single collective identity and it has gone beyond any possibility of rational choice might dominate then it will analyzed by constructivist theory, and Iranian nuclear program may will be the case in this research.
