Peran sektor publik terhadap pertumbuhan ekonomi di Provinsi Riau tahun 2000-2006

Penelitian ini menganalisis peran sektor publik terhadap pertumbuhan ekonomi di Provinsi Riau pada tahun 2000 sampai dengan tahun 2006. Dalam menganalisis peran sektor publik dilakukan bersama variabel terkait lain yaitu, investasi swasta dan tenaga kerja. Tujuan dari penelitian ini adalah: Pertama, untuk mengetahui seberapa besar peran sektor publik dalam mendorong pertumbuhan ekonomi di Provinsi Riau dan konfirmasi literatur mengenai peran sektor publik dalam mendorong pertumbuhan ekonomi yang mungkin berdampak positif atau negatif. Kedua, untuk mengetahui apakah perbedaan pertumbuhan ekonomi daerah di sebabkan oleh peran investasi sektor publik ataupun sektor swasta. Data yang digunakan adalah data PDRB riil, jumlah tenaga kerja dari tahun 2000 sampai dengan tahun 2006 menggunakan data yang diterbitkan oleh BPS Provinsi Riau. Data pengeluaran pemerintah meliputi; pengeluaran rutin dan pengeluaran pembangunan diperoleh dari perhitungan APBD Provinsi Riau tahun 2000 sampai dengan tahun 2006; data investasi swasta tahun 2000 sampai dengan tahun 2006 menggunakan data dari Badan Promosi dan Investasi Riau. Penelitian ini menggunakan model estimasi yang dibuat oleh Kim (1997) dan menambah variabel dummy investasi sektor publik dan swasta yang digunakan untuk menganalisis perbedaaan pertumbuhan ekonomi di Provinsi Riau pada tahun 2000 sampai dengan 2006. Metode yang digunakan dalam penelitian ini adalah metode GLS (General Least Square) dengan spesifikasi model fixed effect dari data panel. Penelitian ini menunjukkan bahwa konsumsi pemerintah signifikan dan memiliki pengaruh yang lebih besar terhadap pertumbuhan ekonomi, investasi swasta dan tenaga kerja memiliki peran yang positif dan signifikan terhadap petumbuhan ekonomi di Provinsi Riau, dan perbedaan pertumbuhan ekonomi di Provinsi Riau terutama disebabkan oleh investasi pemerintah. Kinerja investasi swasta tidak dapat mengelimasi perbedaan pertumbuhan antardaerah yang disebabkan oleh investasi pemerintah.

This research analyzes the role of public sector towards the economic growth in Riau Province in 2000 to 2006. In analyzing the role of public sector, this research is done with other related variable that is, the investment of the private sector and the labor. The aims of this research are: First, to know how the role of public sector in pushing the economic growth in Riau province and the confirmation of literature about the role of public sector in pushing the growth of chartered investment counsel that possibly affects it either positively or negatively. Second, to know whether the growth difference in an area is caused by investment role of the public sector and or private sector. The data used in this research consist: the Real Gross Regional Domestic Product (GRDP) and the growth of labor from the year 2000 to 2006 using the data published by BPS Riau Province. The government data covers; the government expenditure reflected in the development spending per annum and the government consumption is the routine expense of the regional government obtained from the APBD Riau Province calculation in 2000 to 2006; investment data of private sector in 2000 to 2006 using the data from Promotion And Investment Board, Riau Province. This research applies estimation model made by Kim (1997) and adds variable dummy investment of the public sector and private sector. The model is applied to analyze the economic growth difference in Riau province in 2000 to 2006. The method applied in this research is GLS (General Least Square) method with a model specification ‘fixed effect’ from the panel data. This research indicates that the government consumption is significant and has a larger influence to the chartered investment counsel growth, investment of private sector and labor. It has some roles which are positive and significant to the economic growth in Riau province, and the economic growth difference in Riau province especially because of the government investment performance of Private sector eliminate the growth difference between areas which is caused by government investment.
