Kelayakan pembangunan pembangkit listrik tenaga uap :: Studi pada Provinsi Gorontalo 2009

Penelitian ini bertujuan untuk menghitung dan membandingkan nilai manfaat dan biaya ekonomi dalam proyek PLTU Anggrek. Penelitian ini dilakukan di Provinsi Gorontalo dengan menggunakan Cost Benefit Analysis sebagai metode analisisnya, dengan hasil penelitian menunjukkan bahwa dengan menggunakan kriteria Net Present Value maka proyek PLTU Anggrek dianggap tidak layak pada tingkat diskonto 4 persen, 5 persen, dan 6 persen dengan hasil masing-masing adalah -Rp876.305.459.693, -Rp896.949.255.694, dan -914.278.230.742. Hasil penelitian tersebut diperkuat dengan hasil dari Cost Benefit Ratio yang bernilai kurang dari 1 pada masing-masing tingkat diskonto di atas yaitu 0,7745 untuk tingkat diskonto 4 persen, 0,7489 untuk tingkat diskonto 5 persen, dan 0,8637 untuk tingkat diskonto 6 persen. Kesimpulan dalam penelitian ini menyatakan bahwa total biaya-biaya yang dikeluarkan dengan adanya kegiatan dan operasional proyek PLTU lebih besar dibandingkan manfaat-manfaat yang diperoleh atas operasional proyek sehingga proyek di nilai tidak layak dari sisi ekonomi serta menerima hipotesis penelitian.

This research aims to count and compare the value of economic benefits and costs of PLTU Anggrek project. This research was conducted in the Province of Gorontalo and using Cost Benefit Analisys as a method of analysis, with the results of research showing that by using the Net Present Value criteria, PLTU Anggrek project is considered unfeasible at the discount rate 4 percent, 5 percent, and 6 percent with their respective results are -Rp876.305.459.693, -Rp896.949.255.694, and -914.278.230.742. These results reinforced the results of Cost Benefit Ratio are worth less than 1 of the above the discount rate respectively are 0.7745 to 4 percent, 0.7489 to 5 percent discount rate, and 0.8637 to the discount rate 6 percent . Conclusions of this study states that the total costs incurred by the operational activities greater than the benefits obtained on projects so that the project is unfeasible from the economic aspect and accepting the research hypothesis.
