Pengangguran dan perilaku keluarga di Kabupaten Gunungkidul tahun 2004-2008

Pengangguran merupakan masalah yang strategis. Pengangguran di Kabupaten Gunungkidul setiap tahun mengalami peningkatan, meskipun upaya penanggulangan pengangguran ini terus dilakukan. Bahkan penanggulangan pengangguran termasuk salah satu agenda visi misi pembangunan Kabupaten Gunungkidul yang ada dalam empat arah kebijakan pembangunan daerah. Pengangguran yang menggambarkan siklus bisnis, bukan hanya semata memberi dampak bagi kestabilan ekonomi, namun juga kesejahteraan kehidupan sosial, emosi, harga diri, dan keamanan & ketertiban. Bahkan pengangguran bukan hanya berpengaruh terhadap yang bersangkutan, namun juga terhadap kesejahteraan anggota keluarganya. Fenomena pengangguran di Kabupaten Gunungkidul menjadi permasalahan sosial tersendiri berkait dengan tingkat perkawinan, tingkat perceraian, tingkat fertilitas. Pengangguran meningkat dibarengi dengan peningkatan perceraian, peningkatan fertilitas. Penelitian ini bertujuan untuk mengetahui ada tidaknya hubungan pengangguran dan perilaku keluarga (perkawinan, perceraian, fertilitas) dan arah hubungan yang terjadi diantaranya serta untuk mengetahui faktor-faktor yang mempengaruhinya dengan data bulanan periode tahun 2004-2008. Data sekunder yang digunakan adalah data pengangguran (pencari kerja), perkawinan, perceraian, fertilitas (bayi lahir hidup). Alat analisis yang digunakan adalah uji kausalitas Granger dan uji regresi berganda dengan OLS. Terdapat hubungan antara pengangguran dan perilaku keluarga (perkawinan, perceraian, fertilitas) di Kabupaten Gunungkidul. Hubungan searah terjadi pada pengangguran dengan perkawinan dan fertilitas, sementara hubungan dua arah atau timbal balik terjadi antara pengangguran dan perceraian. Faktor lain yang mempengaruhi yaitu variabel kualitatif -waktu- yaitu bulan kelulusan, musim kemarau, bulan penerimaan CPNS ternyata memberi warna tersendiri dalam mempengaruhi pengangguran dan perilaku keluarga di Kabupaten Gunungkidul, Untuk lebih meningkatkan keberhasilan penanggulangan pengangguran di Kabupaten Gunungkidul, maka perlu adanya program yang menyeluruh/terpadu antara program pengangguran dan program lain (penyuluhan pra-perkawinan, pembinaan keluarga/pencegahan perceraian, penurunan fertilitas) secara berkesinambungan sehingga dengan keberhasilan penanggulangan pengangguran akan berdampak positif terhadap keberhasilan kualitas perkawinan, penurunan tingkat perceraian, dan penurunan fertilitas. Perlu juga memperhatikan pelaksanaan program dengan kesesuaian waktu agar program dapat mencapai hasil yang efektif dan efisien. Komitmen dan dukungan keluarga dan masyarakat terhadap keberhasilan semua program pengangguran dan perilaku keluarga di Kabupaten Gunungkidul akan sangat menentukan.

Unemployment is a strategic issue. Unemployment in Gunungkidul District increases each year, eventhough the efforts to control it continues to be done. Even Government of Gunungkidul District puts the reduction of unemployment as one of the development vision and mission agenda in four directions of regional development policies. Unemployment which describes the business cycle, not just simply give effect to the economic stability, but also the welfare of social life, emotions, self-esteem, and security & order. Even unemployment affects not only themselves, but also the welfare of his family members. The phenomenon of unemployment in Gunungkidul District becomes certain social problems, associated with marriage rates, divorce rates, and fertility rates. Unemployment increases coupled with increased divorceand increased fertility. This study aims to determine whether or not the relationship of unemployment and family behavior (marriage, divorce, fertility) and the relationships that occur among them and to determine the factors that influence the monthly data period 2004-2008. Secondary data used is that of unemployment (job seekers), marriage, divorceand fertility (baby born alive). Analysis tool used is Granger causality test and multiple regression tests with OLS. There is a relationship between unemployment and family behavior (marriage, divorce, fertility) in Gunungkidul District. Direct relationship with the unemployment occurred in marriage and fertility, while two-way relationship or reciprocity occurred between unemployment and divorce. Other factors that affect the relationship is qualitative variable-time-of-month graduation, the dry season, month of CPNS acceptance. Those factors gave certain color in influencing the behavior of unemployment and family in Gunungkidul District. To further enhance the success of prevention of unemployment in Gunungkidul District, a comprehensive program / integrated between unemployment programs and other programs (pre-marital counseling, family development / prevention of divorce, the decline in fertility) continuously is needed, thus the success of reduction of unemployment will have a positive impact on the success of the marriage quality, the decreasing of divorce rates, and the decreasing of fertility. An attention to the program and its the suitability of the time is needed so that the it can achieve results effectively and efficiently. Commitment and support of family and community to the success of any program of unemployment and family behavior in Gunungkidul District will also determine its success.
