Pembangunan city walk di sepanjang Jalan Slamet Riyadi Surakarta

Pemerintah Kota Solo saat ini tengah menyusun program beautification yaitu program penataan kota yang bertujuan memperindah kondisi kota agar lebih bersih, teratur dan tertata rapi. Program tersebut salah satunya adalah pembangunan city walk di sepanjang jalan Slamet Riyadi. City walk diharapkan mampu mendorong peningkatan pendapatan pajak dan menciptakan lapangan kerja baru di Kota Solo. Penelitian ini bertujuan untuk mengevaluasi proses pembangunan city walk berdasarkan persepsi stakeholder. Penelitian ini menggunakan metode deduktif kualitatif untuk menggali informasi mengenai proses pembangunan dan kinerja Pemkot dengan wawancara purposif terhadap Walikota dan para pejabat Pemerintah Kota. Sedangkan metode kuantitatif digunakan untuk menggali informasi berupa persepsi masyarakat terhadap kinerja pemerintah, kelengkapan fasilitas, disain serta manfaat yang dirasakan. Penelitian ini menemukan bahwa dalam setiap proses pembangunan city walk terlihat adanya pragmatisme dari Pemkot dalam setiap implementasi kebijakan. Pemkot lebih memilih metode yang praktis dan cepat memberikan hasil. Di dalam penelitian ini juga menemukan adanya kapasitas dan integritas yang baik dari jajaran Pemkot, khususnya kepemimpinan Jokowi. Hal ini terlihat dari kemampuan Jokowi dalam merangkul stakeholder. Adanya media dengar pendapat yang diselenggarakan Pemkot dengan mengundang perwakilan masyarakat menjadi bukti adanya perencanaan partisipatif sebagai bagian dari community development. Secara umum terlihat tingkat kepuasan yang cukup tinggi dari stakeholder terkait kinerja pemerintah serta disain dan kelengkapan fasilitas city walk. Di masa depan program serupa hendaknya diawali dengan studi pendahuluan yang komprehensif untuk menghindari kegagalan implementasi dan untuk mengantisipasi permasalahan yang akan muncul di masa mendatang. Pemkot juga hendaknya melakukan langkah-langkah progresif yang mengedepankan antisipasi aktif daripada langkah reaktif. Pemkot juga perlu membuat sistem regulasi atau aturan yang baku terkait penyelenggaraan dengar pendapat atau kegiatan sejenisnya yang menjurus pada terciptanya partisipasi masyarakat. Hal ini perlu dilakukan mengingat banyaknya kelompok masyarakat dengan berbagai kepentingan yang berbeda, sehingga media dengar pendapat menjadi rawan terhadap konflik.

The government of Solo city now is conducting a beautification program. This program aims to beautify the city in order to be cleaner, more tidy and well-designed. One of the program is to build city walk along the Slamet Riyadi street. With this facility, it can be a stimulus to increase the tax income and to create new work field in Solo city. This research aims to evaluate the process of city walk development based on stakeholder perception. This research uses qualitative deductive method to gain the information about development process and the government work by purposive interview to the Mayor and the officers of department of city planning. It is also used quantitative method to gain information such as society’s perception about the government work, completenesss of facility, design and the benefit. This research found that pragmatism is used in every development process of city walk from the government in policy’s implementation. They tend to choose a practical method that gives an immediate result. It is also found that there is a good capacity and integrity of the government especially under Jokowi the major leadership. This can be seen by the ability of Jokowi in gathering stakeholder and stockholder, integrity, vision and broad knowledge. A media for opinion hearing and sharing held by the government to invite society is the prove that participatory plan is part of the community development. In general, it is can be seen in the high satisfactory level from stakeholder in relation with government work and design and the completeness of facility of city walk. In the future, the similar program should be done with a comprehensive feasible study to avoid the failure of implementation and to anticipate problems that arise in the future. The government should do progressive actions that use the active anticipation rather than reactive actions. The government also needs to make regulation system or fixed rule about the public hearing events to build a society participatory; it is needed to do which is dealing with lots of society groups with various interests, that the public hearing media can be a risk to create a conflict in it.
