Analysis of govermental institutions performance on wastewater and solid waste service

For decades, research and efforts have been put in Gunungkidul regency to supply water. As more water available and used, more waste will be generated. Waste, whether it is wastewater or solid waste need to be managed to protect people’s healthiness, surrounding environment, and at the very end, the water sources sustainability itself. Within the Integrated Water Resource Management concept, managing waste is best practiced with strong support from the local governmental institutions, because sanitation is a matter that should be monitored and supervised at a close and regular basis; and the local institutions are the ones who can do action on those bases. Therefore, elaborate information about which institutions and how they manage Gunungkidul’s sanitation sector must be clearly understood to guarantee that the development is actually suitable for the local community as the user. To reveal the existing waste management condition and overcome the upcoming problems, research toward wastewater and solid waste management sector in Gunungkidul is conducted. The method used are interviews, documents reading, field observation and survey. Based on the collected information, descriptive indicators are formulated to picture the existing condition. Suitable performance indicators which can be used to assess system performance are then selected. The research comes to conclusion that sanitation development is centralized in the capital of the Gunungkidul regency, Wonosari, due to limitation in service and facility. Development in remote area is hardened by hilly topographical condition. In sanitation sector, solid waste sector is given more attention because the effect is direct, while effect of wastewater can be noticed after a long period of accumulation. This view makes Gunungkidul has no specific institution for taking care of wastewater. The management and responsibility for wastewater is distributed among DPU/Department of Public Work, Dinkes/Department of Health and Kapedal/Environmental Impact Control Office. Limited budget and personal availability are the main problems for both wastewater and solid waste management. For wastewater sector, the decision for running a program is often depend on budget availability. Therefore, the performance indicators for wastewater sector must reflect the budget and personal allocation of the local government for the wastewater management; while for solid waste sector, the performance indicators must reflect the portion of the community being served by the institution. To be able to monitor both wastewater and solid waste sector development, the responsible institutions should pay more attention for data recording. Unavailability of data, while the running of program is not continued because of the budget dependency problem, makes progress hard to be defined.
