Analisis dan perancangan local area network dalam membangun e-Government di Pemerintah Kabupaten Bima

2009 | Tesis | S2 Magister Teknologi InformasiPemerintah Kabupaten Bima NTB melalui Dishub Kominfo telah membangun Local area network (LAN) yang menghubungkan 28 instansi untuk mewujudkan tata pemerintahan yang berbasis elektronis (e-Gov). Tetapi jaringan LAN yang sudah dibangun selama tiga tahun dan menghabiskan banyak anggaran daerah tersebut tidak dapat berfungsi maksimal atau gagal fungsi. Penelitian ini bertujuan untuk mengetahui aspek perencanaan dan perancangan yang dikembangkan oleh owner, kendala pembangunan, dan bagian yang prioritas untuk dikembangkan/diperbaiki pada infrastruktur jaringan LAN, serta membuat rancangan konfigurasi LAN baru. Penelitian ini dimulai dengan melakukan record analysis, berupa pengumpulan data mengenai dokumen perencanaan dan perancangan LAN. Langkah selanjutnya melakukan physical condition analysis, yakni mengumpulkan data dan meneliti kondisi fisik jaringan LAN. Langkah observasi berikutnya physical process analysis dengan mengoperasikan jaringan LAN untuk mengatahui koneksitas jaringan. Hasil penelitian menunjukkan bahwa aplikasi sistem informasi pada jaringan LAN belum tersedia, ketersediaan SDM yang memiliki kompetensi bidang TI sangat terbatas, topologi jaringan LAN yang dibangun baru sampai pada 8 instansi/user dan perangkat hardware dan sotware keamanan jaringan belum tersedia. Kendala-kendala yang dihadapi pada saat pembangunan LAN yaitu konfigurasi jaringan LAN yang dibangun tidak mengakomodir ketersediaan perangkat keras dan lunak yang telah ada di seluruh instansi, tidak adanya Grand Design jaringan komputer dan Blue Print Technology information, SDM manajemen organisasi dan tenaga teknis sangat terbatas, dan alokasi anggaran TI sangat sedikit. Bagian network merupakan prioritas paling tinggi untuk segera diperbaiki pada infrastruktur jaringan LAN Pemkab Bima dan secara berurutan disusul bagian project management, clients, security, change management, data, storage dan software. Peneliti telah membuat rancangan konfigurasi LAN baru yang menghubungkan 28 instansi dan menyarankan Pemkab Bima untuk memperbaiki dan mengembangkan konfigurasi LAN, membangun aplikasi sistem informasi, memperbesar alokasi angaran TI, memberikan jaminan keamanan data, merekrut dan melatih tenaga ahli bidang TI, dan membuat Grand Design Jaringan Komputer dan Blue Print Technology Information Daerah.
The district of Bima, NTB (Western Lesser Sundas), government has built a Local area network (LAN), carried out by Dishub Kominfo (Department of Transportation, Communication, and Information), that connects 28 instances of creating an electronic based government administration (e-Gov). The problem is, despite the three years period of building and abundant amount of budget spent, the government LAN is not functioning properly yet, or still malfunctioning. This study is carried out to understand the planning and designing aspects elaborated by the owner, constraints during construction, the priority for elaboration/ repair of the LAN connection, and also designing new LAN configuration. This study began initially with conducting record analysis, which means collecting data about the LAN planning and designing document. The following step is the conducting of physical conditions analysis, collecting data and observing the LAN connection physical condition. The next step is physical process analysis by operating the LAN connection to acknowledge its connectivity. The findings of the study show that information system application was not available in the LAN connection, there was lack of personnel compatible in IT, the topology of the built LAN connection was only limited to 8 instances/ users and also connection security hardware and software were not available at the time being. The were constraints existed during the building of LAN such as the building of LAN connection built did not came along with the availability of hardware and software in all instances, there was not a Grand Design of computer network and Blue Print Technology information, there were very limited numbers of compatible personnel in organization management and technical support, and the budget allocated for IT was very low. The network element is at the highest priority to be repaired as soon as possible in Bima government LAN connection infrastructure, then followed sequentially by project management element, clients, security, change management, data, storage, and software. The researcher in this study designed a new LAN configuration plan connecting 28 instances and provided suggestions to Bima government to repair and elaborate LAN configuration, build the information system application, increase the budget spent in IT, provide data security warranty, recruit and train compatible personnel in IT, and build a Grand Design of Computer Network and District Blue Print Technology Information.
