Proses perizinan penelitian diperlukan untuk memberikan kepastian hukum bagi pelaksanaan kegiatan survei, pengumpulan data dan hal-hal yang terkait dengan kegiatan penelitian dan pengembangan yang dilakukan oleh perorangan atau lembaga baik pemerintah maupun swasta. Sebagai upaya untuk meningkatkan proses pelayanan perizinan menjadi lebih efektif dan efisien serta dapat diakses dari manapun dan kapanpun maka sebuah Sistem Informasi Perizinan Penelitian mutlak diperlukan. Untuk mendukung tingkat kebutuhan data antar berbagai organisasi pemerintah yang bersifat multi sektoral maka pada prototipe sistem informasi perizinan penelitian ini mengimplementasikan model Service Oriented Architecture (SOA). SOA adalah sebuah skema yang memungkinkan komunikasi antar aplikasi dilakukan secara loosely-coupled, artinya masing-masing pihak tidak perlu punya ketergantungan yang tinggi satu sama lain. Komunikasi berbasis layanan ini menggunakan prinsip client-server, ada aplikasi yang menyediakan layanan, dan aplikasi lain bisa meminta layanan tersebut. Proses penerapan SOA pada berbagai sistem informasi akan dapat berjalan dengan baik serta mampu memberikan manfaat yang berarti apabila didukung dengan adanya peraturan dalam proses implementasi SOA tersebut.
