Di dalam pengukuran pendidikan, kita mengenal pengukuran klasik dan pengukuran modern. Pengukuran modern bertujuan untuk menghilangkan kelemahan pada pengukuran klasik. Salah satu jenis pengukuran modern yang cukup terkenal adalah teori responsi butir (item response theory), yang selanjutnya disebut IRT. Salah satu model IRT yang paling populer adalah model Rasch. Untuk memperoleh tanggapan butir yang lebih berkualitas masih perlu dilakukan pengukuran yang bertingkat (multilevel). Dengan tanggapan responden yang cukup banyak dan dilakukan pengukuran dalam tingkatan-tingkatan tertentu, parameter butir dan parameter peserta dapat diestimasikan melalui metode statistika. Model multilevel menjelaskan suatu metode statistik yang dapat menangkap struktur data dan dengan demikian menghasilkan estimasi kesukaran item atau kesimpulan yang lebih lengkap dan akurat. Pada penelitian ini level pertama berupa responsi atau jawaban peserta ujian, yang berupa jawaban item dikotomi, yaitu 1 jika item dijawab dengan benar dan 0 untuk jawaban yang salah, dimana banyaknya item adalah k item. Level-2 berupa peserta ujian sebanyak G peserta. Dan level-3 adalah banyaknya kelas tempat peserta berada sebanyak m kelas.

In the education measurement, we recognize the classic and modern measurement. The modern measurement aim to eliminate the weakness of classic measurement. One of modern measurement type which be famous is Item Response theory here in after referred to as IRT. One of most popular model of IRT is the Rasch model. To get the more item responses with quality still require to be conducted by measurement of nested (multilevel). With some responses and conducted by measurement in certain levels, the difficulty and ability parameter can be estimated by statistics method. The multilevel model explains a statistical methods which can catch the data structure and thereby yield the estimation of difficulty item or conclusion of more accurate and complete. In this research, the first level in the form of responses or testee answer, what is in the form of answer of dichotomous item, that is 1 for the correct answer and 0 otherwise, where to the number of item is k items. The Level-2 in the form of testee as much G students. And the level-3 is to the number of m classes nested the students.
