Evaluasi strategi dengan konsep balanced scorecard :: Studi pada Tower Bisnis Unit PT Excelkomindo Pratama

PT. Excelcomindo Pratama, Tbk merupakan salah satu operator telepon seluler di Indonesia. Dengan diberlakukannya undang-undang telekomunikasi Nomor: 02/PER/M.KOMINFO/3/2008, mengenai keberadaan infrastruktur jaringan berupa menara telekomunikasi (tower) yang mengharuskan penggunaan tower secara bersama oleh para operator telekomunikasi, maka Excelcom juga harus memenuhi peraturan tersebut Adanya peraturan pemerintah ini ternyata dapat membuka peluang baru untuk Excelcom dalam mengembangkan bisnis barunya yaitu sebagai penyedia atau penyelenggara infrastruktur jaringan (Tower Sharing Provider). Bisnis unit bagi penyelenggara tower ini dinamakan Tower Bisnis Unit (TBU). Untuk dapat menjadi perusahaan yang terdepan dalam bisnis sharing tower ini, maka perlu memasukkan konsep Balanced scorecard untuk mengevaluasi strategi yang telah ditetapkan oleh bisnis unit tersebut dan juga untuk memformulasikan strategi bagi TBU. Balanced scorecard merupakan salah satu alat untuk mengevaluasi kinerja perusahaan guna perbaikan kinerja pada kesempatan selanjutnya. Selain itu Balanced scorecard juga menterjemahkan visis, misi, serta strategi kedalam empat perspektif yaitu: Perspektif Finansial, Perspektif Konsumen, Perspektif Proses Bisnis Internal, dan perspektif Pembelajaran dan Pertumbuhan. Pada penelitian ini akan mengevaluasi existing strategi TBU dengan konsep balanced scorecard, serta memformulasikan strategi bagi TBU dengan menggunakan konsep balanced scorecard. Dan metode analisis data menggunakan empat perspektif dalam balanced scorecard. Dengan adanya penelitian ini, diharapkan dapat memberikan manfaat khususnya pada Tower Bisnis Unit PT. Excelcomindo Pratama dalam menerapkan strategi bisnis dan rencana bisnis jangka panjang dengan menggunakan konsep balanced scorecard. Diharapkan

PT. Excelcomindo Pratama, Tbk is the leading mobile telecommunications provider company, with a significant presence in Indonesia. Since the issue of telecomunication regulation number 02/PER/M.KOMINFO/3/2008, regarding of the existence of Infrastructure network, form as tower (Base Transceiver Station), requiring the telecomunication services provider to share the uses of tower (Base Transceiver Station) together with another telecomunication services provider. The eraction of telecomunication regulation number 02/PER/M.KOMINFO/3/2008, has lead PT. Excelcomindo Pratama opportunity to develop its new bussines line as Tower Sharing Provider. This new bussines line for Tower sharing provider called as Tower Bisnis Unit. Becoming the leading company of tower sharing provider, its urgent to put Balance scorecard concept for evaluating the strategy which has implemented by its Bussines line and determining the Tower Bisnis Unit appropiate strategies. Furthermore, Balanced scorecard is a tool to evaluate the company performance in order to improve its further performances. Besides, Balanced Scorecard is also determining the Company vision (point of view), mission (ideology), and strategies into four perspectives which are : Financial Perspective, Customer Perspective, Internal Bussines Process Perspective and Learn and growth perspective. This Thesis will uses Balanced Scorecard and four perspectives Data Analyzing method to evaluate the existing strategies of Tower Bussiness Unit and determining the appropiate strategy formulation of Tower Bussiness Unit. More over, the writer hopes that this research/thesis will give PT. Excelcomindo Pratama benefits, especially in determining Bussines strategies dan Long Term bussines plan for Tower Bussines Unit by using Balanced scorecard method.
