Evaluasi penerapan e-procurement di Pemerintah Provinsi Gorontalo dengan D and M Is Success Model

Pemerintah Indonesia telah menjadikan e-procurement sebagai salah satu dari 7 (tujuh) flagship Teknologi Informasi dan Komunikasi Nasional melalui Lembaga Kebijakan Pengadaan Barang/Jasa Pemerintah. Penerapan e-procurement tersebut bertujuan untuk transparansi, efisiensi dan efektifitas, serta akuntabel dalam pengadaan barang/jasa melalui media elektronik antara panitia dan penyedia barang/jasa. Penelitian ini bertujuan untuk mengetahui keberhasilan atau kesuksesan penerapan e-procurement di pemerintah Provinsi Gorontalo dengan menggunakan model D&M IS Success (2003). Evaluasi di fokuskan pada komponen-komponen inti dalam keberhasilan penerapan e-procurement yaitu information quality, system quality, service quality, user satisfaction, system use, net benefits. Metode yang digunakan untuk menguji pengaruh dan hubungan antar komponen-komponen tersebut menggunakan metode kuantitatif dengan analisis pemodelan persamaan struktural (SEM) yang menggunakan software statistik Visual PLS dan AMOS Ver.16.0 Alat yang digunakan untuk mengukur dimensi-dimensi yang mempengaruhi kesuksesan penerapan e-procurement tersebut menggunakan kuesioner dari hasil persepsi pengguna dengan jenis kuesioner tertutup dengan menggunakan skala Likert 1 sampai dengan 5. Dari jumlah sampel 327 pengguna e-procurement yang berhasil diterima kembali kuesionernya sebanyak 170 sampel. Hasil analisis menunjukkan bahwa information quality berpengaruh signifikan terhadap system use. Information quality berpengaruh signifikan terhadap user satisfaction. System quality berpengaruh signifikan terhadap system use. System quality berpengaruh signifikan terhadap user satisfaction. Service quality berpengaruh signifikan terhadap system use. Service quality berpengaruh signifikan terhadap user satisfaction. System use berpengaruh signifikan terhadap user satisfaction. System use berpengaruh signifikan terhadap net benefits. User satisfaction berpengaruh signifikan terhadap net benefits. Pada penelitian ini pula dilakukan tinjauan analisis teknis dengan membandingkan keberhasilan penerapan e-procurement dari hasil persepsi pengguna dengan kondisi aktual penerapan e-procurement secara teknis
Electronic Procurement (e-procurement) has attracted great attention in recent years. The Indonesian government has made e-procurement as one of the 7 (seven) flagship of Information and Communication Technology program through the National. Application of e-procurement is aimed for accountability, transparency, efficiency and effectiveness in the procurement of goods/services through electronic media between the organizers and the providers. This research aims to determine the successful of e-procurement implementation in Gorontalo Province by using the model D&M IS Success (2003). The evaluation focused on the core components in the successful implementation of e-procurement which are information quality, system quality, service quality, user satisfaction, system use, and the net benefits. The influence of and relationship between these components was tested by using quantitative methods with analysis of structural equation modeling (SEM) using statistical software Visual PLS and AMOS Ver.16.0 The instrument used to measure the dimensions that affect the successful implementation of e-procurement is a close questionnaire from the user's perception using Likert scale of 1 to 5. There are as many as 170 samples returned among 327 samples of e-procurement. Results analysis showed that information quality has a significant effect on system use and user satisfaction. System quality has a significant effect on system use and user satisfaction. Service quality has a significant effect on system use and user satisfaction. Systems use a significant effect on user satisfaction. Systems use and User satisfaction have a significant effect on net benefits. In this research a review of technical analysis was also conducted by comparing the successful implementation of e-procurement from the user's perception on the actual condition of e-procurement technical implementation.
