Perancangan office automation system untuk evaluasi dan pelaporan kinerja instansi di Dinas Tenaga Kerja dan Transmigrasi Provinsi DIY

Penelitian ini bertujuan membuat rancangan Sistem Otomatisasi Perkantoran untuk menangani aktivitas evaluasi dan pelaporan kinerja instansi pemerintahan di Dinas Tenaga Kerja dan Transmigrasi Provinsi DIY (Disnakertrans DIY). Penelitian dilakukan dengan pendekatan prototyping dan diawali dengan analisa kondisi dan kebutuhan khususnya di Subbagian Program dan Informasi pada periode Juni hingga Juli 2009 dengan menggunakan data APBD tahun anggaran 2008. Fokus perancangan pada otomatisasi pembuatan laporan dan tersedianya suatu bentuk mekanisme kerja bersama melalui sistem. Perancangan sistem dilakukan dengan membuat 4 model system flowchart yaitu untuk persiapan awal tahun, pencatatan realisasi dan evaluasi bulanan, pelaporan tahunan, dan alur kerja sistem secara umum. Selain itu dibuat Data Flow Diagram (DFD) berupa DFD level 0 dengan 3 macam proses yaitu proses persiapan data, proses rekam data realisasi, dan proses pembuatan laporan. DFD level 0 ini kemudian diuraikan dalam 2 DFD yaitu DFD level 1 untuk proses persiapan data dan DFD level 1 untuk proses rekam data realisasi. Entity Relationship Diagram (ERD) selanjutnya dibuat sebagai model rancangan terakhir yang memuat tabel / entitas utama beserta hubungan antar entitas. Pembuatan prototype dilakukan dengan menggunakan PHP sebagai bahasa pemrograman dan MySQL untuk pengelolaan database-nya. Prototype memiliki 4 modul utama yaitu penetapan tahun anggaran, persiapan data, rekam data realisasi, dan pelaporan. Input bagi sistem adalah data pelaksanaan anggaran (kegiatan) serta data realisasi dan evaluasi bulanan dengan menghasilkan output berupa laporan Rencana Kinerja Tahunan (RKT), Anggaran Kas, laporan bulanan pelaksanaan kegiatan, Pengukuran Kinerja Kegiatan (PKK), dan Pengukuran Pencapaian Sasaran (PPS). Prototype dikembangkan dengan mempertimbangkan harapan untuk meminimalkan kebutuhan input data yaitu dengan menyediakan fasilitas input melalui transfer data dari file Microsoft Excel. Secara keseluruhan rancangan dibuat dengan mengarahkan sasaran pada penggunaan satu database induk, kemudahan diakses, pendistribusian beban kerja yang lebih merata, kemampuan menegakkan kepatuhan pegawai, dan kemampuan deteksi kesalahan input. Model rancangan DFD dan ERD diuji dengan perangkat lunak pengembangan software yaitu PowerDesigner, sementara prototype diuji dengan melakukan unit testing, integration testing, dan system testing. Hasil pengujian menunjukkan bahwa model rancangan telah valid secara metodologi penulisan dan prototype telah dapat memberikan gambaran sistem yang sesuai dengan kebutuhan.

The objective of this research is to design an Office Automation System to support the government activity of evaluation and performance reporting in Disnakertrans DIY (the agency of manpower and transmigration of the Yogyakarta Province). The research was conducted using prototyping approach and started with the condition and requirement analysis especially in the subunit of Program and Information of Disnakertrans DIY in the range of June to July 2009 using the year 2008 budget data. The design is focused on the automation of report generation and on the capability of collaborative problem solving. The first design is written in four system flowcharts which are the flowchart for yearly preparation, monthly realization and evaluation recording, yearly report, and the last is for displaying the system workflow in general. The second is Data Flow Diagrams (DFD), the first of which is the zero level DFD with three main processes which are data preparation, realization data recording, and report creation. This zero level DFD is decomposed into 2 DFDs which are first level DFD for data preparation and first level DFD for realization data recording. The last design is using Entity Relationship Diagram (ERD) for displaying the entities (tables of database) and the relation among them. The prototype development was done by using PHP as programming language and MySQL for the database management. The prototype has four main modules which are budget year setting, data preparation, realization data recording, and reporting. The input for the system are the activity data and monthly realization and evaluation data. The output are five reports which are yearly performance plan, monthly budget allocation, monthly activity report, activity performance measure, and real objective measure. The prototype was developed also with regard of the desire to minimize the need of manual data input. This was done by offering the facility to input data by rapid data transfer from Microsoft Excel file. The overall design is created with the target of using one database, high accessibility, fair workforce distribution, ability to force employees’ obedience of schedule, and error detection facility. The DFD and ERD model is checked with specific software development applications meanwhile the prototype is tested in three levels of testing which are unit testing, integration testing, and system testing. The testing result indicates that the design model is methodologically correct while the prototype testing shows that the mechanism and data structure written in the design can be implemented in a real system and that the prototype confirms the design to serve the requirements.
