Keterlibatan Information and Communication Technology (ICT) di dalam dunia pendidikan, khususnya di perguruan tinggi bukan lagi dianggap sebagai sebuah pilihan, namun telah menjelma menjadi kebutuhan mutlak yang harus dimiliki dan dimanfaatkan oleh institusi perguruan tinggi, tidak terkecuali Universitas Nusa Cendana (UNDANA) Kupang. Agar tidak menemui hambatan dalam pelaksanaan, perlu diketahui tingkat kesiapannya (e-readiness), khususnya dalam hal infrastruktur fisik, penggunaan ICT, sumber daya manusia dan kebijakan. Pada tesis ini, peneliti mencoba untuk mengukur tingkat kesiapan UNDANA dalam memanfaatkan ICT untuk meningkatkan kualitas penyelenggaraan pendidikannya, sehingga bisa diketahui pula pokok-pokok persoalan yang dihadapi. Disamping itu, peneliti juga memberikan rekomendasi kepada pihak UNDANA terkait dengan pemanfaatan ICT. Tools yang digunakan untuk pengukuran e-readiness berasal dari Center for International Development (CID) Universitas Harvard yang telah disesuaikan dengan lingkungan perguruan tinggi dan berfokus pada 5 kategori, yakni Network Access, Networked Learning, Networked Society, Networked Campus dan Institutional ICT Policy and Strategy. Pengukuran dilakukan terhadap 5 kategori tersebut berdasarkan kriteria-kriteria yang ada untuk menghasilkan stage ereadiness dari skala 1 (not ready) hingga skala 4 (completely ready). Hasil pengukuran menunjukan bahwa semua kategori, rata-rata berada pada stage 2. Hasil tersebut memperlihatkan bahwa UNDANA telah cukup siap dalam mengimplementasikan ICT untuk meningkatkan kualitas penyelenggaraan pendidikannya terutama dalam hal infrastruktur fisiknya, penggunaan ICT dalam kegiatan akademik dan administrasi sehari-hari, sumber daya manusia dan kebijakan.

Involvement of Information and Communication Technology (ICT) in education, especially in colleges is no longer considered as an option, but have become an absolute necessity that must be owned and used by college institutions, including the University of Nusa Cendana (UNDANA) Kupang. In order not to see obstacles in the implementation, please note the level of readiness (ereadiness), particularly in terms of physical infrastructure, the use of ICT, human resources and policies. In this thesis, the researcher tried to measure the level of readiness UNDANA in utilizing ICT to improve the quality of education, thus also known issues faced. In addition, researchers also provide recommendations to the parties UNDANA related to the use of ICT. Tool is used for measuring e-readiness comes from the Center for International Development (CID) at Harvard University that has adapted to the college environment and focus on the 5 categories, namely, Network Access, Networked Learning, Networked Society, Networked Campus and Institutional ICT Policy and Strategy . Measurements were taken of the 5 categories based on criteria that have to produce the e-readiness stage of the stage of 1 (not ready) to the stage of 4 (completely ready). Measurement results showed that all categories, the average is at stage 2. Results showed that UNDANA was quite prepared to implement ICT to improve the quality of education especially in terms of physical infrastructure, the use of ICT in academic activities and day-to-day administration, human resources and policies.
