Penelitian ini membahas penggunaan media dan non media dalam akses informasi Pemilihan Umum Legislatif 2009 sebagai dasar untuk membuat keputusan politik Pegawai Negeri Sipil (PNS) pada Pemerintah Provinsi Daerah Istimewa Yogyakarta. Salah satu tujuan penelitian ini adalah agar dapat memberikan masukan bagi pihak-pihak yang berkompeten (pemerintah maupun partai politik/ calon anggota legislatif) untuk mengetahui kebutuhan masyarakat terhadap informasi politik (Pemilihan Umum). Selain itu diharapkan agar dapat menjadi bahan untuk memformulasikan berbagai kegiatan terkait dengan akses informasi politik dalam Pemilihan Umum berikutnya. Penelitian ini adalah penelitian deskriptif, data diperoleh melalui wawancara mendalam dengan sejumlah informan yang terdiri dari pejabat struktural eselon II, III dan IV, pejabat fungsional dan staf pelaksana golongan I, II dan III. Data sekunder diperoleh melalui berbagai data statistik atau sumbersumber lainnya yang berkaitan dengan penelitian. Hasil penelitian menunjukkan bahwa pemilih PNS Pemerintah Provinsi DIY adalah khalayak aktif yang berperilaku rasional, sebelum menentukan pilihan politiknya membutuhkan informasi Pemilu Legislatif 2009. Berdasarkan prioritas dan alasan yang melatar belakangi informasi yang dibutuhkan oleh Pemilih PNS Pemerintah Provinsi DIY, dapat dikategorikan menjadi dua yakni “pemilih prospektif” dan “pemilih retrospektif”. Upaya mengakses informasi tersebut dilakukan dengan menggunaan media dan juga non media (secara langsung tatap muka). Persoalan yang dihadapi dalam akses informasi antara lain meliputi ketersediaan informasi, penyerapan informasi, faslitas, teknis dan sumber daya manusia yang bersangkutan. Pemerintah semestinya memahami kondisi tersebut dengan menyediakan informasi yang berkaitan dengan Pemilihan Umum yang dapat diakses secara mudah dan murah, yang disesuaikan dengan tingkat kemampuan pemilih dalam mengakses informasi.

This study discusses the use of media and non media in information access Legislature 2009 General Election as a basis for making political decisions for Civil Servants (PNS) at the Provincial Government of Yogyakarta Special Region. One objective of this research is to provide input to the competent authorities (government and political party / candidate member of the legislature) to determine the needs of society to political information (General Election). Also expected to be material to formulate policies related to access political information in the next General Election. This study is a descriptive study, data obtained through in-depth interviews with a number of informants structural echelon II, III and IV, officials and staff of implementing functional class I, II and III. Secondary data obtained through a variety of statistical data or other sources related to the research. The results showed that voters Provincial Government Daerah Istimewa Yogyakarta civil servants is an active audience who behave rationally, before the political choices needed information Legislative Election 2009. Based on the priorities and the reasons stands on the information required by the Provincial Government of voters civil servants, can be categorized into two namely "prospective voters" and "retrospective voters". Attempts to access the information carried by the media and also uses the non-media (directly face to face). Problems faced in access to information include the availability of information, the absorption of information, facilities, technical and human resources are concerned. The government should understand these conditions by providing information relating to the General Election which can be accessed easily and cheaply, tailored to the level of skills in accessing information voters.
