Strategi Fagogoru memperjuangkan terbentuknya Kabupaten Halmahera Timur

Penelitian ini bertujuan untuk mengetahui strategi Fagogoru dalam memperjuangkan terbentuknya kabupaten Halmahera Timur. Permasalahan yang diangkat adalah Bagaimana Strategi Fagogoru memperjuangkan terbentuknya kabupaten Halmahera Timur. Jenis penelitian yang digunakan adalah penelitian kualitatif diskriptif. Unit analisa data dalam penelitian ini adalah strategi Fagogoru memperjuangkan terbentuknya kabupaten Halmahera Timur di Propinsi Maluku Utara. Data diperoleh melalui observasi, wawancara dan dokumentasi. Teknik analisa data menggunakan pendekatan metode analisa data kualitatif dengan penalaran induktif yang meliputi metode deskriptif dan metode historis. Hasil penelitian ini menunjukkan strategi Fagogoru memperjuangkan terbentuknya kabupaten dilakukan melalui strategi memperluas dukungan elit dengan merangkul elit agama, adat dan elit politik serta memperkuat tim internal. Elit dalam hal ini selanjutnya menyalurkan tuntutan pada pihak berkompeten dan disaat yang sama menjadi sumber informasi bagi Fagogoru. Peran elit dan tim internal dilakukan dengan mengusung isu yang sama yakni pentingnya distribusi kue pembangunan secara merata pada wilayah Maba, Patani dan Weda yang relatif tertinggal. Sedangkan strategi menjaring massa dilakukan melalui kompetisi sepak bola dan pentas seni budaya. Memperjuangkan Halmahera Timur menjadi kabupaten oleh Fagogoru dengan mengelola seoptimal mungkin elit yang dirangkul terindikasi menyimpan kepentingan politik memanfaatkan massa dan kedekatan dengan elit politik untuk meraih suara rakyat dalam kompetisi pemilu legislatif dan pilkadal 2004 di kabupaten Halteng dan Haltim. Indikasi itu nampak pula pada elit Fagogoru yang secara bersama mendaftarkan identitas mereka sebagai caleg maupun cabup. Dengan demikian strategi institusi untuk mewujudkan kepentingan masyarakat selalu saja diikuti dengan kepentingan politik elit. Studi ini menunjukkan bahwa Fagogoru menjalankan seluruh proses perjuangan yang terakumulasi dalam strategi memperluas dukungan elit dan menjaring massa. Strategi itu mengisyaratkan adanya bentuk gugatan Fagogoru terhadap negara yang cenderung apatis dalam merespon tuntutan pembentukan kabupaten dan di saat yang sama menuntut keadilan negara meletakkan kue pembangunan secara proporsional.

The study aims at investigating Fagogoru’s strategy in the struggle for the establishment East Halmahera district. The problem raised is: What Is Fagogoru’s Strategy In the Struggle for the Establishment of East Halmahera District? It is of descriptive and qualitative study and the data analysis unit is Fagogoru’s strategy in the struggle for the establishment of East Halmahera district of North Maluku Province. The data is obtained using observation, interview and documentation and analyzed using qualitative data analysis method through inductive reasoning that consists of historical and descriptive methods. The results of the study indicate that Fagogoru’s strategy in the struggle for the establishment of the East Halmahera district is implemented through gaining a wider support of religious elites, custom elites and political elites and strengthening internal team. Subsequently, the elites submit their demand to the competent parties and at the same time serve as information sources for the Fagogoru. The role of the elites and the internal team is played by raising the same issue, which is the importance of the equal distribution of the development bread in Maba, Patani and Weda regions that are relatively underdeveloped. Meanwhile, the strategy in gaining people’s support is implemented through the organization of football competition and art and culture performance. The struggle for the establishment of East Halmahera district by embracing and optimally managing the local elites is indicative of the political interest of making use of popular support and the intimate relationship with the political elites to gain their votes in the legislative member election and local election in 2004 in Central and East Halmahera. The indication is clearly observed in the Fagogoru elites who collectively register their identity as the regent candidate and legislative member candidates. Thus, the institutional strategy in pursuing the interest of the people is always followed by the interest of the political elites. The study shows that Fagogoru pursues its interests by implementing the strategy of widening the support of the local elites and by gaining people support. It is indicative of the presence of the demand of the Fagogoru to the state that tends to be in apathy in responding the demand for the establishment of the district and at the same time the demand for the equal and proportional distribution of the development bread.
