The research studied illustrates background, factor and phenomen causing many people in Bandar Lampung absent for using their voting right in Governor Election at 2008 previously. Abstention data found was confined with data on the result of Governor Election by General Election Commision of Lampung which made this discussionmore attractive to explore. The objectives of this research was to find out : First, how does the mapping of abstention, distribution, people and social activity specification was taken; second, what factor influence it, and what kind of abstention phenomenon appear in society. This study was taken qualitatively using purposive method (determined) i.e. select informants from chiefs of PPK and PPS. Another method used is snowball, i.e. study was taken accorded to information from informant existed. The author chooses these methods to explore information from people who did not use their voting rights (nonvoter). Data collection used by interview and documentation of secondary data related the study. The result of this research suggested that ; first, there was people awareness found in the lowest level due to incredulity towards elite; second; political trauma of the elector or people; third, there was no change on citizen‟s life standard during several elections. The cause was administrative problem, i.e. unsystematically census for voting card, lack of socialization, weather and distance voting locations among each other. Nonvoter was divided into 3 mapping; category of high level education and social status, public officer, entrepreneurs. The other two categories were student and labour.
