Implementasi program beasiswa pendidikan Pascasarjana (BPPS) Direktorat Jenderal Pendidikan Tinggi di Sekolah Pascasarjana UGM

2009 | Tesis | S2 Magister Administrasi PublikPenelitian ini bertujuan untuk mengkaji implementasi program BPPS Direktorat Jenderal Pendidikan Tinggi di Sekolah Pascasarjana Universitas Gadjah Mada pada tahun 2002 – 2007. Implementasi program BPPS ditinjau berdasarkan variabel komunikasi, sumberdaya, disposisi atau sikap, dan struktur birokrasi. Penelitian ini juga mengungkap bagaimana persepsi penerima beasiswa BPPS terhadap implementasi program BPPS. Digunakan metode kuantitatif dan metode kualitatif. Metode kuantitatif dilakukan dengan menggunakan kuesioner tingkat kepuasan dan tingkat kepentingan yang diberikan kepada mahasiswa penerima beasiswa BPPS. Responden terdiri dari 150 mahasiswa Program S2 dan 80 mahasiswa Program S3. Metode kualitatif dilakukan melalui dokumentasi, wawancara kepada stakeholder, dan pertanyaan terbuka dalam kuesioner. Proses komunikasi antara Ditjen Dikti dan Sekolah Pascasarjana UGM dalam mengimplementasikan program BPPS berlangsung dengan baik dan efektif. Kekurangan dalam interaksi antara Ditjen Dikti, Sekolah Pascasarjana dan penerima beasiswa BPPS adalah tidak adanya jalur umpan balik dari penerima beasiswa. Sekolah Pascasarjana UGM sebagai pelaksana administratif program BPPS memiliki sumberdaya manusia yang memadai dan sesuai antara beban kerja dan kompetensinya. Sumberdaya finansial (anggaran) yang diberikan oleh Ditjen Dikti menunjukkan adanya kecenderungan meningkat dari tahun 2002 hingga 2007. Responden juga merasa puas terhadap sikap pelayanan petugas Sekolah Pascasarjana UGM. Struktur birokrasi dalam implementasi program ini tergolong struktur yang pendek dan sederhana, sehingga mampu menyalurkan informasi komando, dan pelaporan dengan efektif. Menurut persepsi responden terhadap program BPPS, kelebihan program BPPS terletak pada kemudahan prosedur pelamaran beasiswa, membantu peningkatan kualitas SDM pengajar perguruan tinggi, membantu kelancaran studi dan memotivasi agar lulus tepat waktu, serta adanya kemudahan pencairan dana melalui transfer ke rekening bank. Kelemahan program BPPS terletak pada durasi pemberian beasiswa yang dinilai kurang lama, besarnya beasiswa yang belum mengikuti tingkat inflasi, besaran beasiswa yang disama-ratakan bagi seluruh bidang studi, adanya pemotongan untuk pajak, dan isu yang paling penting adalah keterlambatan pencairan beasiswa setiap tahun anggaran baru. Kepuasan penerima beasiswa terhadap besarnya beasiswa dan ketepatan waktu pencairan beasiswa perlu menjadi perhatian Ditjen Dikti untuk pengembangan program lebih lanjut.
This study was aimed to examine the implementation of BPPS program of the Directorate General of Higher Education in Universitas Gadjah Mada Graduate School during 2002 – 2007. The program implementation was studied through a number of variables – communication, resources, disposition aspect or attitude, and the structure of bureaucracy. This study was also an attempt to uncover grantees’ perception toward the implementation of the BPPS program. Quantitative and qualitative methods were used in this study. Quantitative method was carried out by giving out questionnaires on satisfaction level and importance level to grantees. Respondents consisted of 150 graduate students and 80 postgraduate students. Qualitative method was carried out through documentation, stakeholder, and also through open question items. The communication process that took place between Directorate General of Higher Education and Universitas Gadjah Mada Post graduate School was good and effective. However, the interaction process between the two institutions lacked in the fact that there was no feedback line for grantees. As the executor of the BPPS program, Universitas Gadjah Mada Graduate School has adequate human resources that where labor division is divided based on employee’s competency. There was an indication of increased fund given by Directorate General of Higher Education from 2002 through 2007. Respondents were also satisfied with regard to the service given by UGM Graduate School officers. The bureaucracy structure of the program implementation was classified as short and simple; thus, enables effective transfer of commands and reports. Respondents perceived that the strength of the program lied in a number of things – easy application procedure, helped improve the quality of lecturers, assisted students to have smooth study and motivate them to graduate on time, and also convenient grant cashing through bank account transfer. The weaknesses of the program were short duration of scholarship grant, the amount of grant that did not follow the inflation rate, uniformed amount of grant in all fields of study, taxation, and the most important issue which was delays in grant cashing every new budgeting year. The Directorate General of Higher Education should give more attention to the satisfaction level of grantees as well as punctuality of grant cashing for further development.
